docs(decisions): D-191 — drop shadow economy atlas overlay (underwater modifier)
Resolves the clerk finding on the pre-existing overlay removal. Shadow economy is an underwater simulation modifier (shadow_economy_intensity, D-174) feeding derived signals like collection_efficiency and signal 7 official_coverage_ratio (D-181) — not a user-navigable data point. The atlas overlay and City Data Panel field were correctly removed in code; D-191 was stale. Amends D-191 §7 (9 -> 8 overlays), §6 (drop city-panel field), §10 (completion criteria).
