fix(docs): review cleanup — broken anchors, typo, status updates, db backup

- Fix 3 broken D-036/D-128 anchor slugs in decisions/content.md
- Fix typo: Stalowsia → Stalownia in stalownia-kowalski.md
- Mark proposed-llm-voice.md as superseded (D-138)
- Mark smuggler-moral-arc.md and smuggler-voice-card.md as v0.1-only
- Snapshot settledreach.db after planning branch merge
