Add Kredik Shaw (Lord Ruler's palace — prestige, piety, dread, control), Pits of Hathsin (atium mine — gold income, tax, negative opinion), and Conventical of Seran (Inquisitor HQ — piety, martial, dread, scheme power). All use type=special with barony-locked can_construct triggers. Pre-built via province history so they exist at game start. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
