refactor: reorganize Control Room navigation

- Consolidate Containers and Proxy Hosts under "Stack" section
- Add "Data Management" section with database browser placeholders:
  PostgreSQL, Redis, Qdrant, Neo4j
- Remove unused nav items: Networks, Volumes, Images (Portainer),
  Redirections, Streams, Certificates (NPM)
