The K0V star provides light without excessive ultraviolet loading. The planetary atmosphere, mostly nitrogen with oxygen levels breathable from the start of settlement, has low particulate content. The surface hydrology runs through geological strata that act as a natural filtration medium. When the first settlers ran assays on the groundwater, they described the results as "improbably clean."
Four hundred years later, Clearwater Station's primary export is not water. Its research output is the basis of most of the export licensing revenue. The Institute's current director, Dr. Priya Sundaram-Walsh, inherited a long-running dispute with the Applied Hydrology Cooperative over who controls commercial licensing of jointly developed methods.
The Applied Hydrology Cooperative represents the commercial operators who apply the Institute's research in production and export contexts. The Cooperative argues that it takes on the commercial risk that the Institute avoids and should therefore control licensing terms. The Institute argues that it generates the knowledge being licensed and that commercial control would distort research priorities toward short-term applications. The licensing revenue split is currently 55/45 in the Institute's favor and has been contested at every review cycle for thirty years.
The Clearwater Elected Council governs the system with an unusual proportion of technically trained representatives — civic service in Clearwater disproportionately attracts people with research or engineering backgrounds, which produces a council that makes decisions carefully and slowly and that has a reputation in the east reach corridor for being very good at evaluating technical arguments and not especially fast at resolving political ones.
Silence Topic
The Water Sciences Institute has maintained a set of environmental monitoring protocols for the primary aquifer system since its founding, and the full dataset — four hundred years of groundwater chemistry records — has never been released publicly in its unfiltered form. The Institute publishes annual summaries. What the summaries do not show is a multi-decade trend in one specific mineral group — not a contamination, but a natural depletion of certain trace elements from the aquifer — that the Institute's research models suggest will, within a century, alter the measurable character of Clearwater's water in ways that undermine the "improbably clean" claim that grounds the system's entire commercial identity. The Institute has known about the trend for forty years. The council has not been informed.

An Institute archivist cataloguing the four hundred years of monitoring records for a planned public retrospective discovers that the annual published summaries do not match the raw data for specific mineral groups across a forty-year window — and that the discrepancy is systematic, not random.
Calibration Note
The READ-ONLY System Profile classifies GJ 635B as K0V, making K-type the correct header designation; the briefing suggested G-type but the profile data takes precedence. A K0V star is close to the solar analog end of the K-type range, broadly similar to the Sun in output, which is consistent with the clear-atmosphere, low-UV world character described. Spur_end at hop 7 with wave_2 settlement produces a system that has had four hundred years to develop specialized expertise, which explains the knowledge-economy character unusual for a spur terminus.
The primary world's local name Saikaew (Thai: สายแก้ว, 'crystal streams') predates the Anglo-Australian institutional vocabulary that now dominates the system's published identity. The wave_2 founding cohort included a Thai-heritage community whose name for the primary world was in use before the Water Sciences Institute formalized its English-language nomenclature.
