fix(config): skip GDScript/Rust lint in pre-push when no changes in those dirs 77793384a7 
Pre-push hook now detects which directories have changes in the push
range. Skips GDScript checks when no client/ files changed, skips Rust
checks when no server/ files changed. Prevents worktree cache issues
from blocking data-only pushes.

fix(atlas): allow named uninhabited bodies in atlas-verify 5a0f62dff7 
Uninhabited bodies may have proper names for lore reasons — the check
was too strict.

data(atlas): add missing planets and asteroid belts to 40 proposals 37ba7042a8 
Systems below the minimum planet count for their spectral class now
have outer ice/frozen worlds added. Systems missing asteroid belts
have a sparse outer belt inserted. Orbit indices renumbered to stay
monotonic after insertions.

Remaining 5 verify errors are unnamed stations/bodies (content decisions).

Morwenna Station (GJ166A), Havelmark (GJ251), Portela (GJ699),
Grindvik belt and Sturen Platforms (GJ820B). Names chosen to match
each system's cultural heritage and naming register.

All 85 verifiable proposals now pass atlas-verify.
