fix(tooling): tea-comment resolves tea from PATH or linuxbrew keg

Agent shells often miss the brew shellenv (clide FR-1), so bare 'tea' 127s. The wrapper now falls back to /home/linuxbrew/.linuxbrew/bin/tea.
