feat(docs): add Compact of Westphalia faction page

Browse Source 
Mutual recognition treaty among ~30-40 west_reach systems at hops 6-16.
Covers origin, four core principles, rotating council structure,
membership tiers, Assembly response, economic infrastructure, and the
internal treaty-vs-government tension. Cross-referenced with Ostmark,
Freiholt, Altmark, Groenland, Echternach, and VGV.

Added Regional Factions section to factions index.
