chore(db): regen systems.db — stamp refresh after surname-corpus extraction

Generator output is byte-identical (verified on the full generated TOMLs);
the regen refreshes the meta stamp after generate_brands sources changed
(shared surname_corpus.rs) and import_economics.py registry/lint edits.
