chore(db): regen systems.db — brand pipeline runs through cargo_binary

The stamp registry swapped tooling/generate-brands (retired in T-1286) for
tooling/core/process.py, which changed the source SHA. generated_brands.toml is
unchanged: same binary, same seed=1, same output.
