feat(modifiers): add 21 modifier icons
Painterly hammered-metal coin style, dark background, 60x60
uncompressed ARGB with 6 mipmap levels. Covers all modifiers
currently referenced in code (compounder, lord ruler attention
tiers, steel ministry, ash blight, koloss rampage, metal reserves)
plus future M4-M8 modifiers (great house status, atium supply,
breeding, ruin influence, inquisitor power, mist, fertile ashland,
full crew, eleventh metal, duel veteran, atium contract).
