Create docs/TESTING.md with debug game rule, debug decisions per
milestone, log analysis commands, pre-launch validation script,
post-run analysis script, and Claude Code testing capabilities.
Add cross-reference to TESTING.md in each milestone's Testing
Checkpoints section (M1-M8).
