jpmschweitzerandClaude Opus 4.6 ae20bdc446 fix(modifiers): fix double-encoded BOM on modifier_icons file ...

The file had a double-encoded BOM (C3 AF C2 BB C2 BF instead of
EF BB BF) from being written through a Latin-1 → UTF-8 path.
CK3 requires a proper 3-byte UTF-8 BOM.
