CK3 requires every culture to have an ethnicities block or it
crashes on load. Added ethnicities to noble_scadrian, skaa, and
terris cultures. Also added required type, is_shown, and
ai_will_do fields to heritage and language pillars — without
these the cultures were invisible in-game.
