data(history): add default province data for unused vanilla provinces

Provide holding=none defaults for all 13,164 vanilla province IDs
not used by the mod. Prevents ~27K "Province with no county data"
error log messages that were flooding the logs and making it hard
to spot real mod issues during testing.
