fix: reduce Tatlock's excessive apologizing
Build and Push / build (release) Successful in 53s

Strengthened personality prompt to prevent unnecessary apologies after
successful Librarian delegations. Added explicit "do NOT apologize"
instructions to both system prompt and synthesis prompt.
