Convert five genuinely-thin afrikaans systems — whose distinctive threads are heritage-agnostic — into Arab/Persian/Turkic founders so the cultural cascade is built on a balanced set. Load-bearing mystery systems (Eerste Wacht / Helderoog / Brandpunt etc.) are left untouched. Full narrative retouch (not just names): gttr.md + index.md prose, body/station proper_names, cultural_specialization, gttr_hook, atlas_city_names, and the four brand-corps named after the converted systems (corp IDs kept stable; only display names + products renamed). Cross-references in neighbour systems, the catalog, the aggregate drifter guides, and the atlas proposals are updated to match. arab/persian/turkic added to _CULTURAL_HERITAGE so the values validate; the full canonical 47-value migration remains #1016. Also fixes a pre-existing canon bug: Sawad (GJ 508A) no longer claims GJ 914A is "unsettled" — it is Marib, a three-century settlement. THE DRIFTER'S GUIDE TO THE REACH — ATHABASCA
ATHABASCA is the last system in the north arc where the Assembly's authority has operational teeth, which is a fact the Assembly's field officers have been privately documenting and officially declining to submit for three generations.
The Edge
The Assembly settled Athabasca not because settlers followed economic opportunity here but because the north arc's outer systems had grown numerous enough that administering them all from Fremantle was no longer tenable. Athabasca was founded to serve a function — a regional outpost at wave_4, built fast and staffed with people selected for their tolerance of working without institutional backup. The Canadian-heritage character of the founding population suits the Assembly's purposes: committee processes, documented dissent, the institutional habit of achieving consensus before action. The Assembly outpost fits this environment so well that it is sometimes difficult to tell where local governance ends and Assembly administration begins. Both parties find this arrangement acceptable.
The outpost director's authority technically extends several hops further north. In practice, the systems beyond Athabasca make local decisions and report them afterward, if at all. The field officers here know the difference between actual jurisdiction and described jurisdiction. The regional administration at Fremantle has chosen not to press. The status reports from Athabasca use language carefully chosen to describe selective compliance as ongoing engagement.
The Drawer
Every Assembly field officer posted to Athabasca eventually writes a private memo concluding that this system is the edge of actual jurisdiction — that beyond this point, the Assembly's claim is a formality rather than an operational reality. None of them have officially filed that conclusion. The drawer of unsubmitted memos grows thicker every year. The institutional accommodation to this reality has not yet been formalized, and the gap between the policy framework's description of the Reach and the Reach's actual relationship with that framework is Athabasca's most carefully maintained secret, shared openly among everyone who works here.
Practical Information
Athabasca is five hops from Gateway with three gate apertures connecting to GJ 3988, Fremantle, and Golestan. The k-type primary is unremarkable; the habitable environment is functional. The system's economy runs on governance services, transit coordination, and the support infrastructure Assembly field presence requires. It processes paperwork and moves people between systems. This is its reason for existing, and if the Assembly's regional administrative structure were ever to contract, Athabasca's reason for existing would contract with it.
The field officers here are experienced. The memos remain in the drawer.
