95->11 Standalone / 60->144 CityTenant per Jeroen's boundary ruling: only extraction/mining/quarrying, heavy vehicle+shipyard, heavy energy, gate infrastructure keep their own settlements; craft/consumer manufacturing, agriculture offices, high-tech fabs flip to CityTenant.
