Overview
In south reach households, commissary shelves, and station common bathrooms, Zulu Consumer is the name on ordinary things. Personal care items, cleaning supplies, household basics — the category of goods that people buy without thinking about them and notice only when they are absent. The brand does not claim distinction. It claims availability, familiarity, and a price point calibrated to the south reach corridor's economic realities.
Two generations of south reach communities have used Zulu Consumer products. It has never applied for or received enhanced certification for restricted-class consumer formulation.
The regulatory filings Zulu Consumer submits to the Commission's consumer goods standards body describe the company's inputs as "refined chemical intermediates" — a classification that is technically applicable to the portion of the input stream that derives from downstream refinery processing steps. It is not accurate for the refinery by-product streams that arrive at Zenzele as waste disposal material. The legal team's choice of this classification was made when the company's second-generation management reviewed the input sourcing practice against Commission regulatory requirements and concluded that "refined chemical intermediates" was a defensible description that did not require triggering the restricted-class declaration.
The formulations are likely adequate. The processing steps at the Zenzele facility almost certainly reduce the relevant compound concentrations to safe consumer levels. The gap is the certification — the documented, audited, Commission-approved basis for making that claim. That basis does not exist. Zulu Consumer's consumer goods are distributed throughout the south reach corridor on the basis of an input classification that a Commission inspector reading the supply chain documentation with attention to the restricted-class roster would not sustain.

The Commission's certification records for the Zenzele facility are accessible through the consumer goods standards registry. The gap between the input compounds' restricted-class status and the facility's certification level is a gap that can be measured once all three sources are in hand.
The legal team's classification decision is the second level of the thread: it documents that the input sourcing was reviewed against Commission requirements and that the "refined chemical intermediates" characterization was a deliberate choice. Whether the formulations are actually safe is a question a Commission laboratory analysis could answer. Whether the regulatory basis for distributing them was properly established is the question the paper trail addresses.
