Workshop -> decision provenance was prose-only. Adds a `decision_refs:` YAML frontmatter list (the confirmed D-records each workshop-outcomes.md touches, filtered against the governance decision set) to all 17 workshop outcomes; the two that lacked frontmatter (commodity-catalog, system-economic-specialization) get a minimal block. pql indexes the list and `SELECT fm.decision_refs` round-trips it, so "which workshops touch D-NNN" is answerable via SELECT + filter or `pql search`. decision_refs is a relevance signal (decisions a workshop discusses/produces), not a strict authorship claim — historical bare refs aren't disambiguated. Generated wiki read-only sections are left untouched. Noted in pql-requirements #5: 1.6.2 has no working DSL operator for frontmatter list-membership (`~`/`contains` error, `in` matches nothing), so membership queries need a client-side filter for now. Summary
The workshop developed the world texture, atmosphere, and lore for GJ 6711 (named Abzu by the project lead in Round 4) — the furthest settled system in the Reach at hop 23. The creative output was strong: a K-type dead-end system settled by wave_3 colonists who appear to have been recruited as watchers for something that requires continuous observation to remain stable. The Adams and Ford commission provides the player's reason to travel there.
However, the workshop did not resolve the fundamental mechanics gap: what the player actually does at Abzu as gameplay, and what they walk away with that has mechanical weight elsewhere in the game. Six rounds produced extraordinary atmosphere and zero playable verbs.
Why Paused
The project lead identified two unresolved problems:

No game mechanic. The vigil concept (observation as load-bearing activity) is promising but was never translated into player verbs, fail states, or moment-to-moment gameplay.

No carry-out value. The player has no reward, unlock, or narrative consequence that matters outside Abzu. The experience is currently a "beautiful dead end."
The project lead intends to outline the systems interaction personally and defer the reward/lootbox question to a later design session with a DM-style collaborator. The stated goal: Abzu should be a moment of culmination with a handsome reward for the player, contingent on success at a task that remains to be defined.

- Player verbs for the vigil mechanic (spatial? observational? social?)
- What bleed looks like on a tile map
- Carry-out value: what the player gains that has weight elsewhere in the game
- Integration with the broader Adams and Ford questline
- The sealed envelope content (what is actually at Abzu) remains deliberately unresolved
