Tension: Voss has positional authority but takes orders from Nils (via intermediaries). Kael is caught between shift supervisor (Voss) and ring coordinator (Nils, Kael's older sibling). Nils pushes for higher volume; Voss wants stability; Kael wants everyone to calm down.

- Smuggler: Knows Maret is a risk (observant). Knows Drin is a tool (compromised). Must manage both.
- Detective: Maret is a potential cooperative witness. Drin is a potential turned asset. Both paths lead toward the operation.

An informant? Just looking for work?
Player relevance:
- Smuggler: Torek's spending is a liability (exposure risk). Olin is an unknown variable (threat assessment). Lera is an ally who needs managing.
- Detective: Torek's spending is a financial tell. Olin is a potential fresh source. Lera is the social hub who sees everything.
Note: Mundane triangle with potential entanglement. Torek's money could be from the ring, or a side hustle, or an inheritance. The ambiguity is load-bearing.

Tension: Naia's loyalty to Kael vs. growing suspicion. Sera's friendship with Naia vs. institutional duty (Sera is Commission, sitting on unreported evidence). Kael is oblivious to the anxiety he's causing. If Naia asks the smuggler (if smuggler is Kael's friend) about Kael's behavior, there's no good answer. If the detective asks Sera about Naia, Sera faces a loyalty test.
Player relevance:
- Smuggler: Most emotionally loaded triangle. Kael is THE FRIEND. Naia is Kael's partner. The smuggler knows why Kael is busy and can't say. Protecting Kael means lying to Naia.
- Detective: Sera is THE FRIEND. Naia is a potential source (partner who suspects something). If the detective asks Sera about Naia, Sera must choose: friend or duty.
THE FRIEND integration: Both FRIEND NPCs (Kael, Sera) are nodes in this triangle. The triangle is the contradiction structure.

- Pell turns informant (from inside)

Player relevance:
- Smuggler: Pell is the biggest threat. Must decide: support Pell (reduce pressure), report to Nils/Devra (eliminate threat), or try to calm them down (risky). Each choice has cascading consequences.
- Detective: Doesn't know any of this yet. But the consequences — nervous behavior, hushed arguments, people avoiding each other — are the observable signals the investigation follows.
Cross-template: Spans all three social sites. Pell (ring), Renn (ring + hub), Drin (hub + bar). Information and tension propagate across the entire district.

- Backstory paragraph (3-5 sentences)
- Voice sample (3-5 lines covering different moods)
- Dual-lens notes (how smuggler sees them vs. how detective sees them)
- Triangle role notes (function in each triangle, pressures faced)
- Secret (what they're hiding, from whom, consequences if exposed)
- Contradiction arc (3+ phases, observable tells, dialogue shifts pre/post discovery)
- ~70-100 authored lines (25-35 dialogue, 15-20 trust-gated, 5-8 unprompted, 10-15 monologue per character, 5-8 tell observations, 3-5 contradiction discovery lines)
Total: ~2 pages per NPC. No generation expansion — all hand-authored.
Tier 2 (Working Profile — Voss, Lera, Torek, Devra, Maret, Resha, Naia Tamm, Drin, Renn, Pell, Harek)
