The supply brokering business isn't just cover — it's real income and real social capital. Devra brokers small freight contracts for independent operators. This gives her a legitimate reason to know shipping schedules, gate transit windows, and cargo volumes. The line between her legal and illegal work is intentionally blurred.

Pattern (System A): THRESHOLD — Devra is the ring's gatekeeper. Access to the operation's logistics, to Sabel's supply chain, to Nils's strategic direction — all of it runs through Devra. She is the person you go through or you do not go. For the detective, reaching the ring's operational layer means getting past Devra's cover. For the smuggler, coordination with the upstream supply means working through Devra's scheduling. Motivation (System B): HANDLER — Devra manages operations from above. She conveys Nils's strategy, coordinates with Sabel, manages internal ring logistics, and delivers escalation demands to Voss and Kael. She applies pressure downward on behalf of the off-stage authority. She does not run day-to-day dock operations — she manages the people who do.
