GJ 656 is habitable and unpleasant in a specific, documented way.
The primary world has persistent low cloud cover. This is not an atmospheric instability — the clouds are stable, consistent, and show no significant variation across the multiple surveys conducted over the system's documentation history. They are simply there, and they have always been there, and they will be there whenever someone looks. The dim stellar output of the M-dwarf primary, already at the low end of what the human body considers adequate illumination, is filtered through a permanent overcast that reduces surface light levels further. The result is an environment that survey teams, writing professionally, have described in language that amounts to: technically livable, perpetually grey.
Settlement proposals for GJ 656 have a consistent structure. They note the habitability — the atmosphere is breathable, the temperature is within range, the world has adequate water and the minimum biological prerequisites for supported human habitation. Then they note the cloud cover. Then they typically trail off into qualifications about infrastructure investment and quality-of-life considerations and the comparison set of other available options. The habitability wins the technical argument. The permanent grey wins the practical argument. No expedition has departed.
The last serious settlement proposal, approximately sixty years ago, included a psychological impact assessment that surveyed prospective founding cohort members about their willingness to commit to a world with no prospect of seeing unfiltered sunlight. The assessment's conclusions were not recorded in the public archive, but the proposal was not funded.
