The Transitek East Africa logistics firm — founded in the wave_4 period by a consortium of Kenyan and Ethiopian transport operators who recognized the frontier branch's supply gap before anyone else did — built the primary settlement, the transit depot, the communications relay, and most of the permanent infrastructure here. The population of approximately fifty thousand is substantially employed by Transitek, dependent on Transitek contracts for housing and essential services, and has been in this relationship for three generations. The founding Transitek executives made long-term supply agreements with systems both inward and outward that effectively guaranteed the depot's throughput regardless of broader frontier conditions. The agreements are still running. The systems are still transiting through Moyale because the contracts make it cheaper than alternatives.

Transitek East Africa is privately held, with controlling interest concentrated in the founding families' descendants, several of whom are Perpetual-class. The company has never sought Syndic membership, Assembly charter amendment, or external financing. It does not need to. The supply agreements are its financing.

Faction Notes

Local governance at Moyale is formally a settlement council elected by residents. In practice, the council's agenda is substantially shaped by Transitek's operational requirements, because Transitek's operational requirements are most of what the settlement's economy consists of. The council members understand this relationship and have not moved to change it. The compensation is reliable, the infrastructure is maintained, and Transitek's management style — paternalistic, effective, genuinely interested in the settlement's stability — has not given the population significant grievances to organize around. There are grievances. They tend to be specific and negotiable rather than structural.

The Assembly's jurisdictional claim over Moyale is nominal. Transitek files annual reports — not the same as Assembly compliance filings, but structured to satisfy the minimum required for the Assembly to list Moyale as an active settlement rather than an unlicensed installation. The distinction matters to the Assembly's registry more than it matters to anyone at Moyale.
