Star Systems Framework — The Settled Reach

Preamble: What This Framework Is For

A CSV of 300 systems is only useful if each system feels like it belongs — if the reader can look at a system's data and understand why it is the way it is. This framework is the logic that makes that possible. It answers: given what we know about how the Reach works (gate infrastructure, institutional presence, cultural drift, economic specialization), what would a realistic distribution of 300 systems look like?

The Reach is not a table of random data. It is a civilization that grew outward from a Core, spread along gate paths, and developed regional identities over two to four centuries of settlement. This framework builds that history into the generation logic so the CSV carries it.

Constraints from confirmed decisions:

  • D-036: Van Maanen's Star is canonical mid-Reach. G3V star, ~180 years settled, ~2.4M population, working-class pragmatic culture.
  • D-095 (amended 2026-03-13): Horizon stations are alien-built, Oort-cloud located, self-maintaining, 18 apertures per station (revised from 48). Single-aperture stations are valid and produce the most isolated dead-end systems. Span gates are human-built, single-aperture, intra-system. Travel is sequential-hop only — no direct long-range jumps.
  • D-050: Velen (Van Maanen's Star) is temperate-maritime. Nordic-influenced compact naming.
  • Cultural generation guide: Five cultural dimensions (Reach Position, Economic Base, Settlement Age, Cultural Reference Point, Institutional Ecosystem) drive all content.
  • Six primary factions: Concord Assembly, Syndics, Separatists, Guardians of Autonomy (Severance), Veil Institute, Lattice Commission. These six have meaningful presence across nearly all systems. Other factions exist but are regional or local — they don't need to appear in every system's entry. The six are a floor, not a ceiling.
  • Settlement timeline: Canonical age of the Reach is approximately 400 years (hinted, not locked). See §2.1 for discussion of whether this should expand to 5001,000 years — this is an open team question with significant downstream implications.
  • IP note: The Reach draws structural inspiration from Hamilton, Banks, Reynolds — NOT their surface details. No named alien builders. No explicit FTL communication (Meridian propagates at gate speed). No Culture-style AI factions (not established). Horizon stations are mystery-as-background, not mystery-as-plot.

Part 1: Gate Topology and Sector Layout

1.1 The Shape of the Reach

The Reach is not a sphere. It is an irregular web grown along gate paths, with a dense Core and increasingly sparse arms extending outward. Think: a river delta, not a bubble. The settled systems follow the available gates, which follow the horizon station placements — and horizon station placement is alien, irregular, and non-intuitive.

Two complementary segmentation systems:

The geographic sectors below (my model) and Paula's five political zones intersect rather than replace each other. A system lives in both a geographic sector AND a political zone. The combination is what gives it character. The lead has confirmed both segmentations should be used together, and the consolidation round between Paula and me will produce a unified segment notation — likely expressed as a compound label (e.g., "West Inner — Commercial Mid-Reach" or "South Outer — Contested Frontier").

Geographic sectors (Miri — distribution target for 300 systems):

Each directional sector further divides into Inner and Outer bands, following Paula's observation that economic character (institutional vs. commercial vs. frontier) cuts across geography. "West Inner" is the established agricultural mid-Reach. "West Outer" is the frontier fringe of the same direction — same cultural corridor, different institutional density.

Political zones (Paula — power dynamic segmentation):

Examples:

  • South Inner — Commercial Mid-Reach (Van Maanen's Star's zone)
  • West Inner — Commercial Mid-Reach (breadbasket systems, high agricultural output)
  • West Outer — Contested Frontier (frontier fringe of the agricultural corridor)
  • East Outer — Deep Reach Isolates (newly activated, barely connected)
  • Core — Institutional Core (oldest systems, heaviest institutional weight)

Van Maanen's Star (D-036) sits at South Inner — Commercial Mid-Reach: mid-Reach, functional, unremarkable on a galactic scale, which is precisely why it's the v0.1 setting.

Why this geographic shape: The Core was settled first. Expansion followed the horizon station network, which is not uniformly distributed — some directions had denser horizon station clusters, so settlement went faster. The West Reach benefited from high-aperture stations close together, creating a well-connected trade arc early in Wave 2. The East Reach has the same number of horizon stations but lower average aperture counts and longer inter-station distances, making expansion slower and more recent.

1.2 Gate Network Topology

Connection model: Most systems connect to 24 other systems via horizon station apertures. This creates the web structure. A few hub systems connect to 58 others (high-aperture horizon stations, revised ceiling to match D-095 amendment), becoming natural chokepoints. True dead-ends — systems with a single-aperture horizon station — are about 1015% of systems. They matter disproportionately: one way in, one way out, and whoever controls that aperture controls everything.

Setting note — the single-aperture case: A horizon station with one aperture is the most interesting topological case in the setting. That one destination may be: another Reach system (standard dead-end), a system not yet settled (frontier terminus, gate dormant at the far end), or unknown. The third case — an aperture pointed somewhere the Reach has not mapped — is how the Earth question enters the setting. See §7 (Earth flag) for the consolidation decision this forces.

Connection distribution:

Types of gate paths:

Trade arteries — chains of 3+ well-connected systems running between Core and outer Reach. These carry the majority of freight. Syndics control major transit nodes on these routes. Van Maanen's Star sits on a minor trade artery: not a primary route, but part of the regional freight network.

Spur routes — branch off arteries into 25 systems before ending. These are the most common settlement pattern in the West and South Reach. Systems at spur ends develop strong local identities because all external contact flows through the spur's junction point.

Loops — rare but significant. A series of systems that connect in a circuit, with at least one cross-connection creating a redundant path. Loops enable genuine resilience — if one gate fails or is disrupted, freight can route around. Core Systems have several loops. Outer Reach systems almost never do.

Isolated clusters — small groups of 24 systems connected to each other but with only one exit point to the broader Reach. These function like islands: internally interconnected, externally dependent on the single connection. They develop pronounced regional cultures because their internal trade is substantial relative to external contact.

Natural chokepoints: About 1520 systems in the Reach control disproportionate traffic — they sit at junctions between major routes, at the entrances to spur clusters, or at the only connection to significant isolated clusters. These systems are politically contested (Syndics want control, Assembly wants oversight, Separatists want autonomy), economically prosperous (transit fee revenue), and narrative-rich. They are NOT necessarily the most pleasant places to live.

Chokepoint distribution: ~56 in Core, ~34 per outer sector, ~23 in deep frontier (controlling access to unexplored-adjacent zones).

1.3 How Gate Topology Creates Story

The gate network is the skeleton of the setting's political geography:

  • Trade route control is the primary source of Syndic power. They don't need to own the horizon stations — they just need to own the span gate infrastructure at systems those routes pass through.
  • Chokepoint systems are where the Concord Assembly fights hardest to maintain oversight. Whoever controls a chokepoint controls system access, and that is governance.
  • Spur-end isolation is where Separatist sentiment is strongest. If your system's only external contact flows through a Syndic-controlled transit hub, you feel that dependency viscerally.
  • Loop redundancy is a luxury. Systems on loops have options; they can negotiate from strength. Systems on spurs negotiate from necessity.
  • Dead-ends are where the Reach loses track of itself. Commission presence is intermittent. Concord authority is theoretical. What matters is what the community enforces.

Part 2: Culture Seeding Logic

2.1 The Historical Wave Model

Settlement of the Reach happened in waves, not all at once. Each wave reflects the political and technological conditions of its era. The cultural character of a system reflects which wave settled it and what happened after.

Open question — timeline depth: The Reach's age is currently hinted at approximately 400 years. The wave model below uses that framing. However, 400 years is quite compressed for the degree of cultural deviation we want between settled systems — particularly for the dead-end systems that have had generations of isolation. Consider: English spoken for 400 years in isolation drifts noticeably; for 800 years it becomes a different language. A civilization that wants to feel like distinct cultures have genuinely emerged needs more room.

Setting note: 500 years is the minimum I'd recommend; 700800 years gives the cultural divergence we actually want. 1,000 years risks tipping into fantasy-scale timekeeping and introduces pressure to name specific historical events that become canon constraints. My recommendation to the team: push the Reach age to 600700 years, which gives us four waves with breathing room in each. This is a team decision — flag for Gore and the lead before the CSV is generated, since the wave dates permeate everything.

The wave dates below are written for a ~600-year Reach as a working hypothesis. They can scale proportionally if the team settles a different number.

Wave 1 — The Core Founding (~500600 years ago) The first systems reached via early horizon station discovery. Settlement was institutional: Concord Assembly-chartered expeditions, Syndic-funded resource surveys, government-backed colonization missions. Culture: pragmatic, institutional, European-analogue administrative traditions. People who came because the Assembly sent them or the Syndics hired them. These are the Core Systems — now old, dense, politically sophisticated, and deeply skeptical of romance about the frontier. 200+ years of infrastructure accumulation. Perpetuals here remember the early days; some of the founding generation are technically still alive.

Wave 2 — The Trade Expansion (~300500 years ago) Once Core Systems were functional, private actors followed the gate routes. Merchants, religious communities, political exiles, ethnic diasporas looking for somewhere to build. This is the most culturally diverse wave and the one with the most genuine cultural evolution — 300500 years of local development is enough to produce genuinely distinct cultures from a common starting point. West and North Reach were primarily Wave 2 settlement. Systems here have strong founding cultural identities — the original character is not just readable, it is a living tradition.

Wave 3 — The Working Reach (~100300 years ago) Economic migration following established trade routes. Working-class and mid-class people moving toward opportunity rather than running from something. Mid-Reach systems mostly settled in this wave. Van Maanen's Star is Wave 3 (~180 years ago, which fits mid-Wave 3). The character is pragmatic, mixed-cultural, institutions are functional but not beloved. Identity is local and occupational rather than ethnic or ideological. Old enough to feel settled; young enough that the founding generation is recent history.

Wave 4 — The Frontier Push (0100 years ago) The current expansion edge. East Reach and deep frontier. Motivations are diverse — economic opportunity, escape, ideological purity, resource speculation. Infrastructure is sparse. Culture is forming in real time. The Separatist movement is strongest here because the institutional weight of the Reach has not yet fully arrived — some people came specifically to be ahead of it.

2.2 Founding Culture Catalog

The following founding cultures seed the CSV. They are historical reference points, not rigid boxes — after 13 generations of local drift, the founding culture is an accent, not an identity.

Institutional Foundation (Core Systems, early Wave 2)

  • Administrative Charter worlds: Settled by Concord Assembly mandate for resource development. Corporate-state hybrid governance. Work is organized, authoritarian-adjacent, efficient. Identity is institutional — people think of themselves as Concord citizens first, locals second. Naming: formal, multi-syllabic, slightly Latin-influenced.
  • Syndic Company towns: Settled to exploit a specific resource by a Syndic combine. Everything — housing, healthcare, food supply, re-embodiment access — flows through the Syndic. Culture of dependency and pragmatic survival. Workers know exactly what they're worth to the combine. Naming: short, practical, borrowed from wherever workers came from.

Diaspora Settlements (primarily Wave 2)

  • Nordic-cultural diaspora: Compact, consonant-heavy names (our Van Maanen's Star convention is one instance of this pattern). Egalitarian social norms, high trust in community, distrust of distant authority. Strong craft traditions. Fishing/maritime echoes in vocabulary even in systems with no water. Values: collective sufficiency, competence over status, practical generosity.
  • East Asian-cultural diaspora: Hierarchical social structure within families, horizontal within peer groups. High value on education and technical competence. Strong commercial networks through extended family ties. Multigenerational thinking. Care with language and implication. Naming: two-syllable combinations, tonal variation significant.
  • South Asian-cultural diaspora: Diverse within the category. Common threads: strong community structure, sophisticated philosophical traditions (including attitudes toward embodiment/re-embodiment that diverge from Reach mainstream), complex attitudes toward Commission authority based on caste/class position analogues. Spice and textile vocabulary patterns.
  • Iberian-cultural diaspora: Oral tradition. Social spaces (the equivalent of a plaza) are central to community life. Theatrical social performance — status is performed, not just held. Strong music and food traditions. Religion in some communities. Naming: flowing, vowel-rich.
  • West African-cultural diaspora: Community solidarity structures. Complex kinship systems that don't map onto the Reach's individual-identity-first legal framework. Strong oral history. Market culture — commercial relationships are also social relationships. Naming: polysyllabic, often with meaning embedded.

Ideological Foundations (scattered across Wave 2 and early Wave 3)

  • Religious refugee settlements: Fled institutional religion pressure in Core Systems, or fled the secular mainstream to preserve practice. Tight internal cohesion. Deeply ambivalent about the Commission (whose lattice regulation intersects with their embodiment theology). Some sects have specific positions on re-embodiment that create tension with Reach mainstream. Naming: draws on religious tradition (can be diverse).
  • Separatist charter communities: Groups who explicitly built on Reach principles but with autonomy clauses. Some sects of Separatism are old — the political movement has roots in Wave 2 settlements. Early Separatist communities tend to be the most radical and the most self-sufficient.
  • Academic/scientific enclaves: Founded as research outposts and grew into full settlements. Culture values intellectual hierarchy, publication and data access, skepticism of authority that isn't based on demonstrated expertise. Commission presence tolerated because it funds lattice research. Veil Institute has presence here. Naming: technical, borrowed from multiple Earth traditions without consistent pattern.
  • Military frontier posts: Originally established to defend new gate routes or resource zones. The military presence eventually became civilian, but the culture remains: organized, hierarchical, disciplined, suspicious of outsiders. Veterans' networks run deep. Naming: short, functional, sometimes rank-inflected.

Economic-Driven Settlements (primarily Wave 3)

  • Asteroid mining communities: No habitable planet in-system. Life in stations and hollowed rocks. Culture of extreme practicality — if it doesn't work, you die. Status through demonstrated competence, not lineage or education. Physical toughness is respected. Small close-knit crews; social trust is high within the crew, low toward strangers. Naming: short, sharp, functional.
  • Agricultural breadbasket worlds: 12 habitable planets with favorable conditions. Culture shaped by seasonal rhythms and the patience farming requires. Strong land attachment (unusual in a spacefaring civilization — these communities developed it because they could). Politically conservative; change is threat. Feeds other systems, which gives leverage they rarely use effectively. Naming: soft vowels, names echo nature.
  • Penal/exile communities: Systems that received involuntary settlement (criminals, political opponents, unwanted populations). Deep resentment of Core authority. Highly pragmatic about survival. Strong informal economy. Commission presence is deeply unwelcome. Often surprisingly functional — people who had no choice built something that works. Naming: deliberately neutral or non-traditional, a rejection of origin identity.
  • Refugee wave settlements: Settled rapidly following a crisis in another system (war, economic collapse, ecological failure). Mixed cultural origins, high trauma load, rapid institution-building out of necessity. Strong solidarity but also tension between origin groups. Names reflect the mixing — inconsistent phoneme patterns.

Recent/Frontier (Wave 4)

  • Speculative resource ventures: Still under Syndic development. Company town phase. Whether they mature into genuine communities depends on what the Syndic finds and what it does with the population afterward.
  • Ideological experiments: Groups trying something new, away from Assembly oversight. Varies from utopian communes to armed sovereignty movements. Most fail. A few succeed and become interesting.
  • Accidental communities: Gate surveys led to habitable conditions; settlers followed before any institution was ready. Self-organized, no formal charter, no clear Assembly jurisdiction. Legally ambiguous. Fascinating.

2.3 Cultural Clustering Along Gate Paths

People spread along accessible routes. This is the fundamental principle. The implication: cultural groups cluster in corridor shapes, not circular shapes.

Corridor principle: A founding culture that established itself in a mid-Reach system on a trade artery will have daughter communities along that artery in both directions. Second-generation migrants from the founding culture followed the same routes their families used. Over 100200 years, this creates a cultural corridor stretching across multiple systems.

Junction mixing: Systems at gate junctions — where two or more trade arteries cross — receive migrants from multiple directions. These are the most culturally mixed systems. Over time, they develop a cosmopolitan blend culture that is itself a distinct identity: "junction people" who take pride in their openness and diversity and are skeptical of the monocultures on either side of them.

Spur isolation: Systems at spur ends receive migrants primarily from the direction they're connected to. They receive less cultural mixing. Over generations, they develop pronounced local variants. A Nordic-diaspora community on a spur end 200 years in will have drifted so far from the founding culture that they'd barely recognize the connection.

Practical implication for CSV generation: When seeding founding cultures, assign the same culture (or closely related cultures) to 36 systems along a gate corridor. Then pick the junction systems and mark them as mixed. Spur-end systems get an isolated variant of whatever culture the spur trunk carries.

2.4 Environment Shapes Culture

The physical conditions of a system profoundly influence its culture, regardless of founding origin.

0 habitable planets (station/asteroid people): These communities have no ground to stand on — literally. The psychological and cultural consequences are profound. Privacy is a station resource (cramped quarters). Ownership is difficult (you don't own the rock you live in). Death is more proximate (one seal failure). Re-embodiment is valued more intensely when the baseline mortality rate is higher. Social trust within small crews is extreme; social trust toward outsiders is low. These are not miserable people — they've adapted — but their values are recognizably different from planetary settlers.

1 habitable planet: The norm. Most mid-Reach systems. The planet dominates the cultural imagination; even station residents think of themselves relative to "the surface." Political conflicts often map onto surface vs. orbital communities (different interests, different daily realities).

2+ habitable planets: Rare and consequential. Multiple habitable worlds in one system create internal political complexity that takes generations to resolve. Which world is the capital? Which world's culture dominates? Which world gets the infrastructure investment? These tensions can run hotter than inter-system politics.

Extreme environments:

  • High-G worlds develop stoic, physically capable cultures with shorter average lifespans (pre-re-embodiment) and strong re-embodiment traditions.
  • Low-G worlds develop cultures comfortable with floating, with unusual architectural traditions, sometimes with physiological drift that makes them identifiable at a glance.
  • High-radiation environments (often asteroid mining zones) create dependence on lattice shielding — this intersects politically with Commission regulation in ways that generate local resentment.
  • Extreme cold/heat: agricultural rhythms and social patterns structured around survival seasons.

Part 3: Economic Framework

3.1 GDP Tiers

Five economic tiers capture the range from subsistence to interstellar commercial centers. Tier assignments are driven primarily by habitability, gate connectivity, and settlement age.

Van Maanen's Star (D-036): T3. ~2.4M population, functional regional economy, modest but real trade participation. Mid-point of the distribution — exactly right for a "working Reach" setting.

Habitability multiplier: Systems with 2+ habitable planets are almost always T4T5 (agricultural surplus enables everything else). Systems with 0 habitable planets can reach T4 if they have exceptional mineral resources AND good gate connectivity, but most are T2T3.

Gate connectivity modifier:

  • Dead-end (1 connection): -1 tier relative to what habitability would suggest
  • Hub (5+ connections): +1 tier
  • Trade artery junction: +1 tier
  • These stack: a hab-rich system on a trade artery hub can punch well above its population weight.

3.2 Economic Specializations

Economic specializations emerge from system characteristics. They are not chosen — they follow from what the system has.

Resource extraction: Systems with exceptional mineral deposits, gas giant fuel sources, or exotic materials. Often T2T3. Syndic-dominated. Workers know their value to the combine and use it, or don't, depending on the local political situation. Heavy Commission presence (Syndics lobby for it to protect their investment).

Agriculture: Habitable worlds with good conditions. T3T4. Often politically independent-minded (they control food supply, which is leverage). Low Commission presence (not much to regulate). Separatist sympathy is common — they don't need the Core as much as the Core needs them.

Manufacturing: Mid-Reach systems with infrastructure investment. T3T5. Supply chain dependent — they need inputs from elsewhere, which means they need gate access, which means they're integrated into the Syndic freight network whether they like it or not. Labor politics are complex.

Transit/logistics: Chokepoint systems. T3T5. Their income is primarily transit fees and services for travelers. Culture is cosmopolitan (they see everyone) but often hollow (the people who stop here are passing through; the people who live here serve those people). Syndic presence very high.

Research/institutional: Systems where the Veil Institute, universities, or Commission has major facilities. T3T4. Often small populations with high per-capita wealth. Commission presence at maximum — not as enforcement but as employer. Politically aligned with Core institutions.

Military/defense: Systems near strategic chokepoints or on the frontier. T2T4. Government-funded, which makes them dependent on Assembly budget priorities. Culture is disciplined, hierarchical, suspicious. Separatist sentiment is low (they are the system's connection to the Concord).

Service economy: Systems with no dominant specialization but good connectivity. T3T4. Mixed. Often the most culturally interesting systems because they serve diverse populations and have no dominant economic identity to flatten the culture.

Penal/extractive: T1T2. These systems have economies organized around what the Core system needs from them (labor, resources, processing capacity), not around what their residents need. History of resentment.

3.3 How Connectivity Drives Prosperity

More connected = more trade = generally wealthier. But the relationship is not simple.

Chokepoint wealth paradox: The wealthiest systems by GDP are often the least pleasant to live in. A system that earns T5 income through transit fees has a service-economy culture that is transient, impersonal, and politically contested. Syndics dominate. Property is expensive. Locals feel like residents in a port, not a home.

Productive isolation: Some systems with only 2 connections are T3T4 because they have something valuable (agriculture, rare resources) that people need to come to them for. They're not wealthy because of connectivity — they're wealthy despite limited connectivity, which gives them leverage. These are politically the most independent-minded systems in the Reach.

Poverty at dead-ends: Dead-end systems with no particular resources are usually T1T2. They exist because someone settled there for a reason that may no longer apply. They're forgotten and they know it. Resentment of the Assembly is highest here.


Part 4: System Composition Ranges

4.1 Physical Composition

Star types (distribution):

  • G-type (sun-like): ~35% of systems. Best odds of habitable planets.
  • K-type (cooler): ~25%. Often habitable, somewhat dimmer, longer-lived stars.
  • M-type (red dwarf): ~20%. Rarely habitable (tidal locking, flare activity), but common, and asteroid belts can be excellent.
  • F-type (hotter): ~10%. Habitable zone narrower and harsher. High-UV worlds.

Horizon station (The Ring): Every system with a horizon station has exactly one, located at Oort-cloud distance (~hundreds to thousands of AU from the primary star). Not all systems have one — about 75% do. Systems without a horizon station have no interstellar connectivity at all; they are either unvisited deep frontier or connected only by span gate to a neighboring system's horizon station (a rare but real arrangement that creates interesting political situations).

5.1 Tone as the Intersection of All Other Variables

A system's tone is not assigned independently — it emerges from the combination of:

  • Reach position (Core → Deep Frontier)
  • Economic base and tier
  • Settlement age and founding culture
  • Gate connectivity (hub vs. dead-end)
  • Dominant faction presence

The tone indicators below name these emergent combinations so the CSV can express them concisely. A system can have a primary tone and a secondary tone (or a tension between two tones).

5.2 Tone Catalog

Cosmopolitan Bustle High-traffic junction systems. Diverse population, multiple languages heard on the concourse. Money moves fast. Transient workers, travelers, brokers, fixers. Nobody asks where you're from; nobody cares. The culture of the port city, translated to space. Risk: hollow. The system has visitors but not residents. People are passing through. Associated: high connectivity, T4T5, mixed culture, Syndic-dominant.

Corporate Sterility Syndic company towns, institutional research systems, Commission-heavy Core worlds. Everything works because everything is managed. Clean surfaces, functioning systems, clear organizational hierarchy. Culture feels managed rather than grown. People comply; they don't believe. Risk: exactly as it sounds. Associated: T3T5, Wave 1 or Syndic-chartered, Core to mid-Reach.

Working Grit The honest majority of the Reach. Functional infrastructure, unglamorous work, people who take pride in competence rather than status. The bar fills up after shift change. Complaints are social currency. Nobody pretends the system is important. Van Maanen's Star is this tone — "quotidian-with-undertow" is a specific instance of it. Associated: T3, Wave 3, freight/extraction/manufacturing economy.

Frontier Grit Working Grit minus the functioning infrastructure. Improvised, resourceful, tight-knit. The local community enforces its own norms because there's no one else to do it. Commission presence is a rumor. Assembly authority is a distant abstraction. The tone has more edge — more stakes, more pride in self-sufficiency, more hostility to strangers who don't pull their weight. Associated: T1T2, Wave 4, deep frontier, dead-end gate topology.

Agrarian Rootedness The breadbasket worlds. A quality of stillness unusual in the Reach. Long-settled, moderate-prosperity, land-attached. Community pride that pre-dates the Assembly. Seasonal rhythms structuring social life. The oldest systems in this tone have local customs so specific they feel foreign to Core visitors. Politics are local — who gets the irrigation contract, which family owns the processing facility. Associated: 12 habitable worlds, T3T4, old settlement, agricultural economy.

Religious Solemnity Communities where a founding faith still shapes public life. Not necessarily orthodox or fundamentalist — the degree of observance varies enormously — but a quality of seriousness about matters that the secular Reach treats as administrative. Re-embodiment is not a consumer service here; it is a sacrament, or a heresy, depending on the sect. Commission inspectors learn quickly to watch their language. Associated: ideological founding culture, diverse Reach position, often spur-end (isolation preserved the character).

Academic Curiosity Research enclave systems. Veil Institute presence, or independent university systems, or Commission theoretical research stations. A culture that values knowledge as the primary currency. Status through demonstrated expertise. The bar conversations are about ideas. People argue in complete sentences. Strangers are interesting until proven otherwise. Risk: can tip into arrogance, insularity, dangerous naivety about power. Associated: T3T4, institutional founding culture, Veil Institute or Commission presence.

Military Discipline Frontier defense posts and systems with heavy military presence. Organized. Hierarchical. Clean. People know their rank equivalents even in civilian life. Respect is formal until earned, then genuine. Strangers are assessed for threat first. The social warmth is real but has a surface that takes effort to get through. Associated: T2T4, defense economy, frontier or chokepoint position.

Separatist Edge Systems where Separatist sentiment is not just political background but a lived identity. Everything is assessed through the lens of: what does the Core want from us? Institutional visitors read as threats until proven otherwise. Self-sufficiency is a value independent of necessity — even prosperous Separatist-edge systems maintain local production capacity they don't need, as a statement. Political conversations go sharp fast. Associated: frontier position, dead-end or spur-end topology, extractive history, resource-producing economy.

Institutional Exhaustion Systems that have been under heavy institutional management for so long that people have stopped caring about the institutional project. Not Separatist — not angry enough for that. Just... tired. Compliance that is completely sincere and completely hollow. The Commission officers here are not fought; they are tolerated with a weariness that is worse than resistance. This is what happens to corporate company towns in their third generation. Associated: T2T3, Syndic-chartered, old settlement, extraction or manufacturing economy with declining fortunes.

Under-the-Surface Tension Systems that appear stable but have a structural conflict that hasn't resolved yet. Might be: two cultural communities in a system that arrived from different directions and haven't integrated. A resource dispute between surface and orbital populations. A Syndic contract that's about to expire and nobody knows what happens next. The tone is normal on the surface — Working Grit or Cosmopolitan Bustle — but the investigative player will find the tension underneath. This is the most useful tone for the game's core mechanic. Associated: mixed founding cultures, internal economic conflict, any position.

Eerie Quiet Systems where something went wrong and the infrastructure is still running. Horizon station systems where the original settlers left or died but the station remains. Systems that are technically inhabited but barely — a few hundred people in a structure built for tens of thousands. The hum of machines without the human noise to justify it. Narrative goldmine. Associated: T1, any culture, often failed industrial ventures or abandoned research posts.

Veil Institute Presence (Special) Systems where the Veil Institute has a significant installation. The tone is academic curiosity plus a quality of controlled unease — everybody knows there are things they're not allowed to know, and mostly people have accepted that, and occasionally they haven't. The classification-heavy culture affects everyday life: there are parts of the system you don't ask about. The people who work in those parts are colleagues who will suddenly stop discussing their work entirely. Associated: near active or potentially active horizon stations, any tier.


Part 6: How the Variables Interconnect — The Generator Logic

6.1 System Generation Sequence

A system's character can be derived in this order (each step constrains the next):

Step 1 — Star and Physical Profile Star type → probability of habitable planets → number of habitable planets → presence of asteroid belt/gas giant → determines available economic base options.

Step 2 — Gate Topology Number of connections → position on trade artery / spur / dead-end → connectivity category → applies to economic tier modifier.

Step 3 — Settlement Wave Based on sector (Core = Wave 1, mid-Reach = Wave 23, East Reach/deep frontier = Wave 34). Determines settlement age and which founding culture pool is available.

Step 4 — Founding Culture Selected from appropriate pool for the wave and sector. For junction systems: draw from multiple cultural pools → mixed. For spur-end systems: one culture, more isolated variant.

Step 5 — Economic Base and Tier Physical profile → economic base options. Connectivity modifier + habitability → economic tier. From tier and base: GDP estimate, population range.

Step 6 — Institutional Presence Tier and connectivity → Lattice Commission presence level. Sector and culture → Separatist sentiment level. Economic base → Syndic presence level. Special: Veil Institute presence flagged for systems near active horizon stations with unusual aperture counts.

Step 7 — Tone Derivation Combine Reach position + economic character + culture + connectivity + faction presence → primary and secondary tones.

Step 8 — System Name Derived from founding culture's naming convention, modulated by settlement age (older systems develop unique local naming drift).

6.2 Cross-Checking for Coherence

Before locking a system's values, check:

  • Does the economic tier make sense given habitability + connectivity?
  • Does the founding culture match the settlement wave?
  • Does the tone match the economic base and Reach position?
  • Are adjacent systems in the gate network plausibly connected (similar waves, compatible cultures with visible influence)?
  • For notable systems: is there a specific story hook implied by the combination of values?

6.3 Flags for Narrative Interest

Some combination types are mechanically valid but particularly rich for story hooks. Flag these systems as "narrative-notable":

  • Economic tier above what connectivity would predict: Something valuable here. What is it? Who controls it? Who wants it?
  • Culture + Reach position mismatch: A religious enclave in the middle of a trade artery. A military-culture system with no strategic value. How did it end up here?
  • Tone = Under-the-Surface Tension with high institutional presence: The Commission is here because something is being managed. What?
  • Dead-end + high tier: Either a resource bonanza or a Syndic-created monopoly. Neither is politically neutral.
  • Multiple founding cultures + recent wave: Still forming. Conflict is possible. This is where political drama happens in real time.
  • Veil Institute presence + low population: Classified research in an isolated system. The most dangerous kind.

Part 7: Internal Consistency Notes and IP Flags

7.1 Setting Notes — Constraints to Respect

Horizon stations are mystery, not plot: The alien builders must not appear in any system's entry as identified, named, or characterized. The mystery is background texture. A system profile might note "unusual aperture configuration" or "inactive aperture — Veil Institute surveys ongoing" but never "the Builders built X here for Y reason."

Travel is sequential-hop only: No system entry should imply direct long-range travel. If a system has cultural connections to a distant system, those connections came via a chain of intermediate systems, slowly, over generations.

Re-embodiment is Syndic-operated, Commission-regulated: Every system's healthcare/mortality profile should be consistent with this. T1 systems have limited re-embodiment access — not because it's unavailable in principle, but because the Syndic infrastructure and Commission certification required to operate it is expensive. This is a political point that living people feel.

The Concord Assembly is representative but contested: No system profile should present Assembly authority as absolute or uncontested. Even Core Systems have Assembly skeptics. The political texture should be present everywhere.

Meridian propagates at gate speed: Interstellar news is old by the time it arrives. This affects culture: frontier systems develop local media ecosystems because Core news is always weeks or months late. This should inform tone descriptions, especially for isolated systems.

7.2 IP Originality Flags

Items to watch for when populating the CSV:

  • No mass relays / relay-like instant communication: The horizon stations are transit infrastructure, not communication infrastructure. Flag any system entry that implies real-time interstellar communication.
  • No Culture Minds or equivalent AI faction: Not established. If a system profile wants an "AI-governed" element, that needs setting discussion first.
  • No Epstein Drive / specific named FTL mechanism: The propulsion system for in-system travel is not named or specified. Don't invent it for individual system profiles.
  • No Scattering-equivalent or specific lore-trigger event: The Reach's history includes crises (the question of what caused certain frontier systems to collapse is open), but no specific galactic-scale catastrophe event is established. Don't lock in one.
  • Alien species: Not established. Horizon station builders are unknown and invisible. No other alien species exist in the current canon. Any system entry suggesting alien encounters needs immediate escalation to a setting discussion.
  • Names: Check all system and culture-group names against Hamilton (Contemporary English), Reynolds (Dutch/Germanic/Nordic), Banks (whimsical/elaborate), Simmons (Greek/Latin), Morgan (Anglo-American). Cross-check against major SF franchises (Star Wars, Star Trek, Mass Effect, Halo, The Expanse). The naming conventions developed for Van Maanen's Star (compact, consonant-heavy, first-name-primary) are our established model — extend it rather than import from elsewhere.

7.3 The Earth Question — Decision Point for the Consolidation Round

This is the single most important worldbuilding decision the framework consolidation round must make before CSV generation begins.

The amended aperture count (18, D-095) opens a specific possibility: a horizon station with a single aperture that points somewhere outside the Reach's mapped gate network. This is the mechanism by which Earth — or Sol system, or humanity's origin point — could exist in the setting without being accessible or functional.

The question is not "is Earth in the setting?" The question is "in what form, and what does that mean for the cultural DNA of the Reach?"

Three options, each with different downstream implications:

Option A — Earth is unreachable (severed gate) A single-aperture horizon station exists at the edge of the Reach whose aperture leads to a system the Reach cannot reach from the other side — or leads nowhere (the gate on the other end is dead, dormant, or destroyed). This system is notable in the Veil Institute's records. Culturally, it means: humanity has definitively lost its origin point. Earth exists as mythology. "Old Earth" is a phrase with no living referent. The Reach is all there is.

Cultural implication: The Reach's founding cultures are already diverse diasporas who left a pre-Reach civilization. That prior civilization is not Earth directly — it is humanity organized under some pre-Reach political entity (the predecessor to the Concord Assembly, perhaps). Earth is further back, more legendary. This creates interesting space for founding cultures to reference Earth-origin traditions without Earth being reachable.

Option B — Earth is reachable but limited The same single-aperture system exists, but the aperture goes somewhere. That somewhere connects to a Sol-system horizon station, but the Sol horizon station has only one active aperture (back to the Reach) and the rest are dormant — or one leads to an orbital insertion point, not planetary access. Earth can be visited but not easily. The trip is politically significant, expensive, and Veil Institute-supervised. No one goes without a reason.

Cultural implication: Earth is real but remote. It is a pilgrimage destination for some founding cultures. The Commission has a presence there. The Assembly has a symbolic but not functional relationship with whatever governance structure remains. Earth is not important; the idea of Earth is important. This is structurally similar to how Constantinople functions for Eastern Orthodox Christianity: real, historical, symbolic, out of reach for most people.

Option C — Earth is not in the setting The Reach's humanity originated from a prior civilization that is not Earth. Or Earth is so far back in history that it is not a functioning cultural reference for any current civilization in the Reach. The founding cultures we seed in the CSV carry Earth-origin influences (naming conventions, social structures, religious traditions) but no current character thinks of themselves as "from Earth." The Reach is an original civilization.

Cultural implication: Cleanest for IP originality. No comparison to Hamilton (Commonwealth) or other Earth-origin SF. The Reach is its own thing entirely. The cost: we lose the emotional anchor that "Old Earth" provides and the ability to use recognizable human cultural roots as founding culture shortcuts.

My recommendation: Option A or B. Option C sacrifices too much cultural texture — the founding culture diversity we want (Nordic diaspora, East Asian diaspora, etc.) is only legible if there's an implied origin point for those traditions. Option A gives the Reach a clean break from its origin and makes the mythology richer. Option B gives more gameplay potential but risks cluttering the setting with Earth-politics that compete with the Reach's internal drama.

Decision required from: Project lead, Paula (narrative implications), Miri (setting consistency). This decision must be made before the CSV is generated because it affects how founding culture profiles reference their origins and how old the Reach's "prior civilization" needs to be in the timeline.

9.1 What the Consolidation Round Produces

When Paula and I integrate our frameworks, the output is not just a unified CSV spec. The intersection of geographic segmentation (mine), political zone mapping (Paula's), historical wave model, and cultural seeding logic produces something that has independent value as a setting document: a Galactic History of the Settled Reach.

This is a confirmed deliverable. It should be authored collaboratively in the consolidation round, with Paula leading the political-historical narrative and me providing the physical geography, gate topology, and cultural seeding logic that grounds it.

9.2 Galactic History Wiki Section — Scope and Structure

Audience: The wiki reader who wants to understand the Reach as a civilization before drilling into individual systems. This is the "how did we get here?" document.

Target length: ~2,0003,000 words. Dense enough to be authoritative, lean enough to be readable.

Proposed structure:

The Settled Reach — A History

1. Before the Reach: Humanity's Prior Civilization
   - What it was (brief, without locking in Earth-question specifics until that decision is made)
   - How horizon stations were discovered

Authoring notes:

  • This document should be written in an in-universe encyclopedic register — not "the player will find" but "the Reach's standard historical account." The unreliable narrator principle applies: this is the official story. The gaps, the classified entries, the things it elides are load-bearing.
  • The section on "What the Reach Doesn't Know About Itself" should be especially careful — this is where the setting's mysteries live. Intrigue without resolution.
  • Cross-reference the CSV system entries once they exist: specific systems can be footnoted as examples of wave types, political zone dynamics, historical events.

Blockers: The Earth question (§7.3) must be resolved before section 1 and section 5 can be finalized. The settlement timeline question (§2.1) must be resolved before wave dates can be locked. All other sections can be drafted in parallel.

9.3 CSV vs. Wiki History — Relationship

The CSV and the wiki history are complementary, not redundant. The CSV is machine-readable data for generator and content use. The wiki history is human-readable narrative that explains why that data looks the way it does. The wiki history does not summarize the CSV — it provides the historical logic that makes the CSV coherent.

A reader should be able to:

  • Read the wiki history and understand the Reach as a civilization
  • Then open any system's CSV entry and immediately understand where that system fits in the history
  • Then read the system's wiki page (if one exists) for ground-level detail

The three levels of the wiki system (history → system profile → district/location) form a coherent information hierarchy. The galactic history is the top of that hierarchy.


Appendix: Van Maanen's Star as Calibration Point

All framework decisions should be tested against Van Maanen's Star (D-036), our established canonical example. Van Maanen's Star should always look like a normal, unremarkable instance of the framework.
