Sabel is the ring's off-station contact — the external supplier who sends contraband (unlicensed lattice components, medical-grade neural replacements) through legitimate freight shipments to Sova. Sabel operates from elsewhere in the Krenn System (exact location unspecified in v0.1). The relationship with Devra is purely transactional: Sabel confirms transit timing, Devra coordinates local pickup.
Routine
Not directly observable. Sabel is referenced, not instantiated in the v0.1 play area. Sabel appears in lattice communications (Devra's coordination), in cargo manifests (origin codes), and in ring members' dialogue ("Sabel says the next shipment is on the 22:00 cycle"). Sabel's physical presence in the district is limited to at most 1-2 brief visits during the vertical slice — enough to be observed, not enough to be interrogated.
Personality
Professional, efficient, impersonal. Sabel treats the ring as a business relationship. No personal investment, no loyalty to the local team, no interest in their problems. If the operation on Sova is compromised, Sabel cuts the connection and finds another distribution point. This coldness is itself a narrative signal: Sabel represents the layer above the local ring, the bigger operation that views Sova as replaceable infrastructure.

Function Note
Sabel is the upstream connection — the thread that leads from the local smuggling operation to the wider criminal supply chain. For the smuggler, Sabel is the voice on the other end of the lattice, the person who keeps the goods flowing. For the detective, Sabel is a ghost — a name in communications, an origin code on freight manifests, a person who exists in the district's data but not in its social fabric. Tracing Sabel is the detective's path to understanding that the ring is not a local phenomenon but part of a larger network.

Smuggler: Supply source. Professional respect. "Sabel's reliable. The timing is always clean. Whatever happens on this end, the supply keeps coming."

Pattern (System A): GHOST — Sabel is off-station, physically absent from the play area. The player does not interact with Sabel directly in any meaningful way. Sabel's power is felt through supply chain influence — origin codes on manifests, timing confirmations via lattice, references in ring members' dialogue. The GHOST pattern means Sabel shapes events from elsewhere without being present to confront or cultivate. Motivation (System B): OPERATOR — Sabel runs the supply chain. Transit confirmations, shipment scheduling, cargo preparation — all operational execution from a remote position. Sabel's function is logistics, not strategy or pressure. The supply keeps coming regardless of what happens on Sova.
Composition read: GHOST + OPERATOR creates distant machinery: "Sabel shapes events from elsewhere." Sabel's absent power (GHOST) is exercised through operational execution (OPERATOR) — a supply chain that functions without requiring Sabel's physical presence on-station. For the detective, Sabel is a data phantom: origin codes, transit records, freight patterns that point to an upstream source the detective cannot reach within the vertical slice. For the smuggler, Sabel is the reliable engine that keeps the product flowing — professional, impersonal, and indifferent to the human consequences on the ground. Sabel's coldness is narrative content: the ring is disposable to its supplier.
