Tam Giang is forty years old as a community, at most. The settlement charter was filed within the last generation; the oldest residents who arrived as adults remember a different home system. The world itself — a temperate coastal planet under a K3V orange dwarf, with long coastlines, a shallow continental shelf, and reliable seasonal weather — was surveyed and flagged as promising for decades before anyone committed to settling it. When the wave_5 cohort finally came, they came with a specific intention: to build a boat-building tradition from the start.

The name means "three rivers" in Vietnamese, a reference to a famous delta region on Earth that the founding cohort's Vietnamese and Chinese heritage claimed as cultural memory. The geography does not quite match — Tam Giang Prime has rivers, but the founding settlement is coastal rather than riverine — and the founders named it anyway, because names carry what geography cannot.

At forty years, Tam Giang has the character of a community still in active construction. The original landing compound at the coast is visible at the center of what is now a small city, the prefabricated first-generation structures still standing and still used, surrounded by newer construction that has developed organically outward and downward along the coastal shelf. The harbor facilities are extensive for a population this size, because the harbor was the first priority and everything else was built around it.

The boat-building tradition is real and is already developing a reputation, which is faster than most new settlements achieve external recognition. The founding cohort included a significant number of practitioners from established maritime construction communities elsewhere in the corridor — some Vietnamese-heritage, some Chinese-heritage, one cluster from a Pacific-tradition community in the south reach — and they brought working knowledge and cultural authority rather than starting from documentation. The boats produced at Tam Giang in its first two generations are built the way boats are built when the people doing the building have been building boats their whole lives: with embedded knowledge that exceeds what the technical specifications capture.

The primary hull design coming out of Tam Giang in its current generation is the giang-class coastal vessel: a shallow-draft working boat with a catamaran hull modification adapted to Tam Giang Prime's coastal conditions, specifically designed for the shelf-zone transit between the settlement's harbor and the outlying coastal extraction sites. Operators from adjacent systems have been purchasing these for shelf-zone work and finding them well-suited. Word is spreading through the east reach corridor transit networks, which is how reputation travels at these distances.

Marine salvage is the other early industry — the same coastal knowledge that produces good boats produces skilled salvage operators, and Tam Giang's early marine operators have built relationships with several adjacent systems for wreck and equipment recovery work.

The two apertures connect to Novaya Zarya (GJ 137) and Trung's Crossing (GJ 3533), placing Tam Giang at the end of a spur rather than a through-route. The system is not on the way to anywhere. What arrives here comes here deliberately.


Supply Dependency

At wave_5, Tam Giang is significantly import-dependent for manufactured goods, technical equipment, medical supplies, and food supplements that its early-stage agriculture cannot yet fully supply. Both apertures are supply lifelines; the Novaya Zarya (GJ 137) connection handles most of the commercial supply traffic, and the Trung's Crossing (GJ 3533) connection provides a secondary route that the council considers essential for resilience. The boat-building export generates income that is growing but has not yet reached the level needed to offset import costs without periodic supplementary grants from the east reach's regional development fund.


Faction Notes

The Harbor Committee is Tam Giang's effective governing institution for anything touching the waterfront, construction, and marine operations — which is most of the economy. The Committee predates the formal elected council by three years and still has more operational authority than the council in practice. The current committee chair, Ngoc Pham-Leung, is the daughter of one of the founding boat-builders and is simultaneously the most respected person in the settlement and the most difficult person in the room at any given council meeting.

The Elected Council was established in the settlement's twelfth year per standard charter requirements. It has formal authority over land use, resource allocation, and external relations. It does not have authority over the harbor. The two bodies have negotiated a working relationship that functions because the same families tend to hold influence in both and because Tam Giang is still small enough that decisions can be made in a room.

The Salvage Cooperative is newer than the Harbor Committee and runs a fleet of four vessels, with a fifth under construction. The Cooperative has a strong relationship with Trung's Crossing through a shared operational agreement for the shelf-zone waters between the two systems.


Silence Topic

The regional development fund grant that Tam Giang depends on for its import shortfall was approved under a charter provision that requires the system to demonstrate economic self-sufficiency within fifty years of settlement foundation. Tam Giang is now forty years old. The community's economic projections, submitted to the fund's oversight body ten years ago, showed self-sufficiency achieved within the required window. The Harbor Committee's internal financial modeling, which was not submitted to the oversight body, shows a more conservative trajectory that does not reach the threshold within the deadline. The committee has been managing the divergence quietly, trusting that the boat-building reputation will improve fast enough. It may be right. The deadline is in ten years.


Narrative Hook

An auditor from the east reach regional development fund arrives on Tam Giang for a routine fifty-year compliance review, and the Harbor Committee has one week to reconcile the projections it submitted a decade ago with the financial reality that has developed since.


Calibration Note

K3V is consistent with the K-type header designation; both briefing and READ-ONLY data agree. Wave_5 at hop 7 is an unusual combination — hop 7 is not typical frontier territory — and is treated here as a deliberate late settlement of a previously surveyed and passed-over world, which is realistic for wave_5 expansion into already-mapped corridor gaps. The forty-year community age drives the narrative energy of a settlement still proving itself, distinct from the three-hundred-year established character of most adjacent hop-7 systems.
