THE DRIFTER'S GUIDE TO THE REACH — TAM GIANG

TAM GIANG is forty years old, which means it is still in the stage of its development where what people are building and what they are building toward are both visible at the same time, and the gap between them is occupied by everything that a community commits to when the alternative is admitting it made a mistake.

The Harbor First

The name means "three rivers" in Vietnamese, a reference to a famous delta on old Earth that the geography does not quite match — Tam Giang Prime is coastal rather than riverine — but the founding cohort named it anyway, because names carry what geography cannot. The harbor was the first priority. Everything else was built around it.

The founding cohort included practitioners from established maritime construction communities: Vietnamese-heritage, Chinese-heritage, one cluster from a Pacific-tradition community in the south reach. They brought working knowledge rather than documentation. The boats produced in Tam Giang's first two generations are built the way boats are built when the builders have been building boats their whole lives — with embedded knowledge that exceeds what the specifications capture. The giang-class coastal vessel has started developing a reputation in the east reach corridor. Word is spreading through transit networks. This is how reputation travels at these distances.

The Harbor Committee has more operational authority than the elected council and predates it by three years. The current chair is the daughter of one of the founding boat-builders and is simultaneously the most respected person in the settlement and the most difficult person in the room at any given council meeting, which may be the same quality expressed in different contexts.

The Deadline

The regional development fund grant that covers Tam Giang's import shortfall was approved under a charter provision requiring demonstrated economic self-sufficiency within fifty years of settlement foundation. Tam Giang is now forty years old. The financial projections submitted to the fund's oversight body ten years ago showed self-sufficiency achieved within the deadline. The Harbor Committee's internal financial modeling, which was not submitted to the oversight body, shows a more conservative trajectory that does not reach the threshold on time.

The committee has been managing the divergence quietly, trusting that the boat-building reputation will improve fast enough. The deadline is in ten years. An auditor from the regional development fund arrives for a routine compliance review.

Practical Information

Tam Giang is seven hops from Gateway with two gate apertures connecting to Novaya Zarya and Trung's Crossing. The Salvage Cooperative runs four vessels with a fifth under construction. The coastal shelf is productive. The harbor facilities are extensive for the population size. The original landing compound is still standing in the center of town.
