THE DRIFTER'S GUIDE TO THE REACH — LACAILLE 9352
LACAILLE 9352 is the last system where the rules still apply, which makes it — depending on your direction of travel — either the last outpost of civilization or the last obstacle before you reach it.
The Checkpoint
Everything moving south passes through here. Cygni B's hub connects to Lacaille 9352, and Lacaille 9352 connects to the corridor that continues into the outer Reach, and that is the entire transit architecture for everything the southern systems import or export. Two gates, positioned with the geometric precision of a toll booth at the only bridge across a river. The economy that has grown up around this arrangement is exactly what you would expect: processing fees, bonded freight storage, transit documentation, the small services that accumulate wherever cargo must wait while paperwork is resolved.
The transit operators who base here accumulate pricing leverage over time without accumulating anything resembling political power. They are indispensable to the southern Reach's resupply lines and entirely legible to every institution that wants to monitor what moves south. It is a position with revenue and without protection.
The Commission's Working Interpretations
South-bound freight includes a consistent proportion of cargo whose documentation does not fully match its manifest — not because the operators are criminals, in the main, but because the documentation requirements for south-Reach transit were written for a more uniform cargo environment than actually exists at the outer edge. The Commission's local office has developed a set of working interpretations for handling documentation gaps. These interpretations are applied consistently and have not been formally reviewed by the Commission's Sirius-based framework division. This is understood by both the office and the framework division as an arrangement that functions because it is not examined.
The operators who regularly move south-bound freight know which documentation gaps get conditional clearance and which get flagged for Cygni B review. This knowledge is not written down. It is accumulated through experience and shared selectively, because the operators who share it indiscriminately tend to find that the local office's interpretation of their next manifest becomes less generous.
Practical Information
Lacaille 9352 is three hops from Gateway with two gate apertures connecting to Tessera and Cygni B. The Assembly has placed a regional coordination office here because this is the last system where placing one means something. The systems beyond it are in the zone where response times to reported incidents are measured in weeks. The food is imported. The M-type primary is dim. The atmosphere is that of a place that has been processing other people's freight for five centuries and has developed a thorough understanding of the difference between what the manifest says and what the container holds.
