THE DRIFTER'S GUIDE TO THE REACH — MATAMBA
MATAMBA has been deciding things for four hundred years — not by mandate, not by force, but by the accumulated weight of being the place where parties who cannot agree go when the alternative is not agreeing indefinitely.
Ferreira Monteiro
The firm was formally established by the merger of three arbitration practices two hundred and eighty years after the settlement charter was filed, but the three practices had been operating informally from the horizon station's administrative district since the founding generation, and their precedents were incorporated wholesale, so Ferreira Monteiro's institutional memory extends effectively to the system's founding.
What it does: when a Confluência cooperative and a core commercial interest disagree about what their contract required, and neither side will accept the other's jurisdiction, they come here. When the Customs Brokers' Guild needs an external determination on documentation standards, they come here. When wave 5 frontier cooperatives believe they have been shorted on a supply agreement and cannot afford to litigate in core venues, they come here. The firm decides by precedent — four hundred years of rulings on how south Reach cooperative norms interact with Assembly commercial standards — and by the professional judgment of attorneys whose families have been arguing these questions for generations. Their published casebooks are used in commercial law programs at Lalande. Their rulings have been cited in Assembly legislative proceedings three times in the past century.
The Registry of Commercial Precedents holds every filed case in the south Reach's arbitration history, including cases the parties believed were sealed. A procedural gap in the sealing protocols used in the first century of the Registry's operation was corrected one hundred and eighty years ago. The cases filed under the old protocols were not retroactively re-sealed. Someone who knew where to look, and had the archive credentials the firm administers, could access the full record of every disputed commercial relationship in the south Reach going back four centuries. Ferreira Monteiro has known about this gap since the correction was made. No independent audit of the credentials has been conducted.
The City
The K5/M0V transition star is dim and reddish. The habitable world is tidally locked; the terminator zone supports the only outdoor spaces residents consider comfortable. The architecture reflects this: buildings face inward, toward internal courtyards and climate-controlled galleries, designed for people who work in offices and find the star's contribution to their day largely irrelevant.
The residential quarter was built after the administrative district. The farms came last. Matamba has always been an institution that required a settlement, rather than a settlement that produced an institution.
Practical Information
Matamba is five hops from Gateway with three gate apertures — junction connecting Crux Station, Confluência, and GJ 83.1. The senior Ferreira Monteiro partners sit on the settlement council by longstanding convention, not formal requirement. Newer residents who find this uncomfortable are told, gently, that the alternative is watching the settlement lose the institutional prestige that makes it economically viable. This is accurate.
