Supply Dependency
Changwon's three-gate junction position makes it the traffic distribution point for the east corridor between the core and the mid-reach. Freight and passengers arriving from Yongjin (GJ 34B) split here: one gate leads toward Taishan (GJ 682) and the corridor's industrial interior; another toward Samuels Reach (GJ 713A) and the loop connecting back to Haodu (GJ 566A). The third gate is the Yongjin connection itself. Changwon does not produce manufactured goods at the scale of Matsue or agricultural surplus at the scale of Miryang. Its economy is junction services: logistics coordination, freight warehousing, customs staging, and the financial services industry that grows wherever commercial traffic concentrates.
Wave_2 settlement age at a three-gate junction means Changwon has been performing this function for roughly four centuries. It has the institutional depth that follows from that history: functioning courts, established commercial law traditions, multi-generation professional families. It is not wealthy in the manner of Haodu, but it is reliably prosperous and has the accumulated civic infrastructure of a system that has never faced an existential economic crisis.
Faction Notes
Changwon's governance is a bicameral structure — a district council elected by residents and an operators' council representing the major freight and transit businesses — a design that dates to the wave_2 period and reflects a political settlement between the founding Korean-heritage civic community and the mixed-heritage commercial operators who arrived in the following generation. The arrangement has been renegotiated three times but the bicameral structure has never been dissolved, which each side interprets as evidence that the original designers made a good decision.
The Korean-heritage founding community remains numerically significant and culturally visible, particularly in the older residential quarters and in the civic governance side of the bicameral structure. The commercial operators' council is substantially more mixed-heritage — representative of whichever companies have major operations here at any given time. Gate Corporation maintains a junction-appropriate regional presence that employs multi-heritage staff in the standard corridor-mixing pattern.
The Lattice Commission's Changwon office is moderate-sized and operationally focused: freight documentation review, customs compliance, and periodic audit functions. The commission has a cooperative relationship with both chambers of the governance structure; neither chamber has given it cause to be otherwise.
Silence Topic
What neither chamber of the governance structure discusses openly: the arbitration backlog.
Changwon's commercial courts handle freight disputes for the entire surrounding corridor sub-region. The docket is significantly backlogged — cases filed in the current period face estimated resolution times that represent a structural problem for operators who need timely adjudication to manage their own contracts. The backlog has been growing for approximately twenty years. Both chambers have commissioned studies; both chambers have not acted on recommendations. The operators' council attributes the inaction to the district council's resistance to reforming appointment procedures that favor incumbents. The district council attributes it to the operators' council's resistance to funding additional judicial infrastructure.
Narrative Hook
Every freight dispute filed in the east corridor sub-region goes through Changwon's commercial courts, whose docket is twenty years deep and whose two governing chambers have each spent fifteen years blaming the other for the backlog.
Calibration Note
wave_2 at hop 4 for a three-gate junction is consistent with deliberate early development — wave_2 infrastructure investment specifically targeted junction-value systems as strategic assets. The secondary star label "G-type" in the task brief does not match the systems.db entry of M6 V, which is what the READ-ONLY system profile reflects. Korean heritage at a wave_2 east_reach junction aligns with the corridor's migration logic: Korean-heritage operators were among the early commercial participants in the east_reach's wave_2 expansion. The bicameral governance design is a plausible adaptation of Korean civil administrative traditions to a mixed commercial settlement context.
