THE DRIFTER'S GUIDE TO THE REACH — CHANGWON
CHANGWON has been distributing traffic at this junction for four centuries, which is long enough to have developed very good freight warehousing and a very deep court docket.
The Junction
Three apertures, wave_2 settlement, a bicameral governance structure that has been renegotiated three times and survived intact each time. Freight from Yongjin splits here: toward Taishan and the corridor's industrial interior, toward Samuels Reach and the loop back to Haodu. The system does not make things. It coordinates the people who make things and the systems that move what is made. Logistics coordination, freight warehousing, customs staging, and the financial services industry that has been accreting around commercial traffic since the wave_2 period.
The founding Korean-heritage civic community and the mixed-heritage commercial operators who arrived in the following generation produced the bicameral design: a district council elected by residents and an operators' council representing the major freight and transit businesses. The arrangement has been renegotiated three times but never dissolved, which each side interprets as evidence that the original designers made a good decision. The original designers would probably be pleased to know the structure survived. Less certain how they would feel about the arbitration docket.
The Docket
Every freight dispute filed in the east corridor sub-region goes to Changwon's commercial courts. Commercial courts require timely resolution to function as commercial courts, because operators need adjudication to manage contracts, and contracts that cannot be enforced in reasonable time are contracts that cannot be written with confidence. Changwon's docket is approximately twenty years deep.
Both chambers have commissioned studies. Both chambers have not acted on the recommendations. The operators' council attributes this to the district council's resistance to reforming appointment procedures that favor incumbents. The district council attributes this to the operators' council's resistance to funding additional judicial infrastructure. Both attributions are accurate, which is why neither chamber can solve the problem without the other's cooperation, and neither chamber is currently cooperating.
The cases accumulate. The estimates lengthen. The freight operators have begun using informal arbitration intermediaries who charge a premium for a resolution timeline that Changwon's courts cannot match. The informal intermediaries do not appear in any regulatory filing, because they are operating in the gap that Changwon's governance has spent twenty years creating.
Practical Information
Changwon is four hops from Gateway with three gate apertures connecting to Taishan, Yongjin, and Samuels Reach. The M6 V primary is dim and consistent, supporting the underground and sealed-habitat residential infrastructure typical of M-dwarf systems. The older residential quarters retain the founding community's civic character; the commercial district reflects four centuries of everyone else.
