THE DRIFTER'S GUIDE TO THE REACH — SHIMANAMI

SHIMANAMI is administered by Oshima under an operating charter written for an extraction site staffed by rotating crews — a legal instrument that predates the permanent settlement, predates the native-born population, predates the through-route position, and predates everything that makes Shimanami what it actually is. The charter is renewed on a standing basis. The charter text is commercially confidential. The Shimanami Transit Cooperative, which controls gate scheduling, does not need the charter to function and has never formally challenged it. This is the most stable equilibrium available in the situation, and all parties have recognized this.

The Better Conditions

GJ 848's F5V star produces genuine daylight. The habitable body required less terraforming investment to make productive than Oshima Prime has required to remain productive. This is known to three generations of Shimanami residents and is not discussed politely when Oshima officials visit.

The community is three hundred years old. The first workers arrived as rotating contract labor. The second generation chose to stay. The third generation was born here. The Naminato Residents' Assembly governs civic functions that Oshima's charter theoretically reserves to Oshima but that Oshima has never had the physical presence to exercise. The Assembly operates because there is nothing else to operate, and Oshima's officials deal with it as the practical authority because there is no one else to deal with.

The Chokepoint

Every freight and passenger movement between Oshima and Dài Lộ passes through Shimanami's gates. The Transit Cooperative manages gate scheduling and docking allocation and has used its position carefully over the past century to negotiate favorable terms and to assert de facto independence in gate scheduling matters. Oshima can object to the fees. It cannot reach Dài Lộ without Shimanami's cooperation.

The most recent charter renewal included a provision — never disclosed locally — that formally classifies all infrastructure built on Shimanami Main after the original extraction period as Oshima-chartered property. This includes the Transit Cooperative's gate facilities. A member of the Residents' Assembly has recently begun preparing a legal challenge.

Practical Information

Shimanami is eight hops from Gateway with two gate apertures connecting to Dài Lộ and Oshima. The cultural texture is Japanese-Vietnamese at the overlap of three hundred years between two distinct corridor traditions; Japanese and Vietnamese can be heard in the same conversation at Naminato. The rare-earth extraction continues. The transit fees are current. The charter is renewed.
