Supply Dependency
Lacaille is a junction without a significant primary export commodity — its value is positional. Inbound from Puerto Rivera (GJ 780), it takes agricultural products and distributes them outward to Okafor Station (GJ 139) and Uusi Vantaa (GJ 1230A). In return it passes manufactured components and equipment outward from core direction. The system's bonded transit facilities generate the majority of local revenue through handling, certification, and the extended-stay commercial infrastructure that junction traffic demands.

Wave 2 settlement and proximity to the core (12.9 light years) have given Lacaille time to develop genuinely settled institutional culture. The Lacaille Civic Parliament is one of the oldest continuously functioning legislative bodies in the north_reach at this hop distance — it has a 300-year procedural record, a tradition of formal debate that local schools still teach, and a self-conscious awareness of being a Commonwealth-heritage institution in the best sense of that phrase.
The Concord Assembly has a full delegate office and a permanent assessment liaison here. Lacaille pays its assessments early and in full. It is the kind of compliance that comes not from fear but from genuine ideological investment in the Assembly as a legitimate institution — tempered by three centuries of watching the Assembly make decisions Lacaille finds wrong, which it then argues against through procedural channels with considerable skill.
The Gate Corporation maintains a senior operational presence, consistent with its pattern at junctions of this transit volume. Lacaille has historically been a source of Gate Corp regional management candidates — the combination of institutional culture and transit experience produces well-qualified administrators.

The Civic Parliament has been quietly building a constitutional archive — a comprehensive record of every Assembly decision that Lacaille's parliamentary record shows was opposed, amended, or protested through official channels. The archive is not secret. Its purpose, however, has not been formally stated. Some members believe it is a historical record. Others believe it is being assembled as a legal brief. The question of what it would be a brief for is one those members have not answered publicly.

Lacaille keeps every letter it has ever written to the Assembly, every vote its delegate has cast against the majority, and every formal protest it has filed — and it has been keeping them for three centuries, indexed and cross-referenced.
Calibration Note
Lacaille is called out explicitly in the cultural framework as having "strong institutional character consistent with this corridor" — this page reflects that anchor function. Wave_2, hop-4 placement reflects an early junction established before the inner reach was fully charted; the M1/M2V dwarf has no habitable worlds, so population settled on platforms as they did at Wolf 359, but the transit demand of early Wave 2 expansion made Lacaille's junction position valuable enough to develop into a permanent community. The name was abbreviated from the catalog designation Lacaille 8760 — no one proposed a formal settlement name during the chaotic early Wave 2 period and the astronomical name stuck.
