THE DRIFTER'S GUIDE TO THE REACH — LACAILLE
LACAILLE is the kind of place that pays its assessments early and then files a formal protest about the methodology, and has been doing both for three hundred years without finding either behavior contradictory.
The Parliament
The Lacaille Civic Parliament is one of the oldest continuously functioning legislative bodies in the north arc at this hop distance — three hundred years of procedural record, a tradition of formal debate that local schools still teach, and a self-conscious awareness of being a Commonwealth-heritage institution in what it considers the best sense of that phrase. It pays its Concord Assembly assessments early and in full. It has a permanent assessment liaison. It also has, somewhere in its archives, a record of every Assembly decision it has ever opposed, amended, or formally protested through official channels — three centuries of letters, votes, and filings, indexed and cross-referenced.
The stated purpose of this archive has not been formally announced. Some Parliament members believe it is a historical record. Others believe it is being assembled as something more legally operational. The question of what it would be a brief for has not been answered publicly. The Assembly's full delegate office, which has been here for generations, has not asked directly.
The Junction
Lacaille was given no formal settlement name during the chaotic early Wave 2 period, and the astronomical catalog designation stuck. The M1/M2V dwarf has no habitable worlds; the population lives on platforms, as it has since the founding. Three apertures connect to Puerto Rivera, Okafor Station, and Uusi Vantaa — an inward distribution junction handling agricultural products from Puerto Rivera and manufactured components from the core, passing both outward to systems that depend on this junction for regular resupply.
The Gate Corporation maintains a senior operational presence consistent with transit volumes. Lacaille has historically been a source of Gate Corp regional management candidates, which is what happens when institutional culture and transit experience combine in the same three-hundred-year-old community.
Practical Information
Lacaille is four hops from Gateway. The bonded transit facilities generate the majority of local revenue through handling, certification, and the commercial infrastructure that junction traffic demands. The junction position was Lacaille's original value in Wave 2, and it remains the value today, which has given the Civic Parliament three centuries to develop opinions about the institutions that depend on it.
