THE DRIFTER'S GUIDE TO THE REACH — RANDSHOLM
RANDSHOLM — "edge island," Scandinavian in construction — was settled forty years ago by a cooperative syndicate that came from inside the Compact zone, knew exactly what it was founding and why, and is now discovering that the gap between a founding philosophy and a governance framework is the size of a specific question about transit tariffs.
The Young System
Wave 5 at hop 9. The founding cooperative arrived from Freiholt and GJ 302, carrying Compact governance traditions and a working familiarity with the mutual recognition framework. The ratification vote for Compact membership happened twelve years after founding. The margin was decisive. The Compact affiliation is not incidental to Randsholm's survival: without the internal tariff arrangement that Compact membership provides, the extraction output from the reducing-atmosphere habitable body would be priced through Hansestadt's external schedules, and the early-stage economics would be marginal in a way that "marginal" does not adequately describe.
The founding cooperative knows this. The governance structures were built for a self-sufficient cooperative community, not for a through-route. The two gates connect inward to GJ 302 and outward to GJ 395, continuing toward Alshain. Something further out needed a path to somewhere. Randsholm is that path.
The Tariff Question
What happens when outside traffic uses Randsholm's gates, and does Randsholm have the right to levy tariffs on it, and if so, who administers that right? The founding council has been deliberating on this for eight years. Draft governance protocols exist. None have been ratified because the council cannot resolve the fundamental question. The Compact's mutual recognition framework was designed for member-to-member trade, not through-traffic from outside the zone.
A formal query was sent to the Compact's rotating council. That was fourteen months ago. The Compact's rotating council has not responded, which is consistent with a governing body that finds the question inconvenient rather than one that is simply slow. Lichtbrücke — the hop-8 system that processes Randsholm's transit toward Freiholt — has been advocating within Compact discussions for a resolution that keeps the route commercially fluid. Randsholm's council has been told this in general terms. The specific framing of Lichtbrücke's commercial interest in limiting Randsholm's governance rights has not been communicated to Randsholm.
Practical Information
Randsholm is nine hops from Gateway with two apertures connecting to GJ 302 and GJ 395. The K4V primary is stable and unremarkable. The Assembly has no presence here and was explicitly not invited. The extraction economy is developing. The transit question will resolve itself when someone forces a resolution, which is a form of governance common to systems that cannot agree on procedure.
