Supply Dependency
Altair does not anchor a major industrial or agricultural base. The A7IV-V primary is luminous — hotter and brighter than Sol, with a habitable zone pushed outward — and the system's habitable bodies were settled early enough that they have had five centuries to develop. What they have developed is transit capacity, not production.
The system's economy runs on the logic of its position. Three apertures, one of which opens to Cygni B and two of which open into the southern Reach, makes Altair the single point through which south-bound freight, personnel, and administrative traffic must pass. Everything the southern Reach imports from the core — manufactured components, Commission documentation, Assembly communications, relief shipments — moves through this system. Everything the southern Reach exports moves through it in the other direction. The transit logistics sector is not a supplement to some other economic base. It is the base.
The dependency this creates is mutual and asymmetric in ways that are not fully resolved. The southern Reach systems depend on Altair remaining open and functional. Altair depends on the southern Reach having something to move. A system with fewer apertures and a smaller hinterland would be a quiet backwater. Three apertures at the margin of institutional coverage, with two of them pointing south, make it indispensable to populations that have no alternative route.
Faction Notes
The Concord Assembly maintains a transit regulation office rather than a full delegation. The distinction matters in practice. A full delegation implies a local civic structure worth representing to the Assembly; a transit office implies that what the Assembly cares about here is the flow, not the residents. The office handles paperwork, processes freight manifests, maintains the Assembly's nominal presence at the junction. It is understaffed relative to the volume it processes, and has been understaffed for as long as anyone can measure, because the Assembly's resourcing decisions are made at Sirius by people who have never personally transited a southern Reach gate corridor at peak freight season.
The Lattice Commission's presence is more substantive. South-bound cargo presents the Commission with its most persistent inspection problem: the southern Reach is the part of the network where Commission monitoring is thinnest, and contraband operators understand this. Altair is the last point at which Commission inspectors have reliable jurisdiction before freight enters the coverage gap. The office is accordingly motivated, and its relationship with the transit combines that move south-bound freight is the ongoing friction characteristic of regulatory checkpoints that know they cannot check everything and must appear to try.
The Syndic presence is purely commercial. The south-corridor freight operators who use Altair as their operational base have Syndic standing, though their combines lack the multi-generational depth of the core-system industrial families. These are entrepreneurs in a commercial sense that the Cygni B shipbuilding dynasties would not recognize as family business. They are effective, they are mobile, and they are considerably less interested in Assembly deliberations than in the scheduling priorities of the next aperture cycle.
There is no Veil Institute presence at Altair. The system's position as the southern gateway — the last institutional checkpoint before frontier space — would logically interest an organization studying the gate network's structural logic. The Institute has not established even a liaison office here. Its interest in the southern corridor, if it exists, is pursued through other channels.
Silence Topic
What Altair does not discuss: what moves south and does not come back.
The southern Reach is the part of the gate network where institutional coverage is thinnest and response times are longest. Altair is the last system where the Commission can reliably inspect south-bound cargo, where the Assembly's transit documentation is verified, where the institutional apparatus of the core extends before it attenuates into the frontier. This makes Altair the system that knows — or could know, if it chose to look carefully — what is actually flowing into the coverage gap.
The transit operators who run the southern corridors have been doing so for centuries. Their cargo manifests are filed, processed, and archived. The documentation is formally correct. What the documentation does not capture — because the documentation categories were designed for core-zone commerce and have never been revised for the southern corridor's specific traffic patterns — is the growing proportion of freight that does not fit cleanly into any standard category. Components that could be industrial equipment or could be something else. Biological material classified under research exemptions that the Commission's Altair office has been renewing on a rolling basis for decades without the Sirius framework division reviewing the underlying applications. Personnel transfers logged as contractor rotations to installations that do not appear in the Assembly's southern infrastructure registry.
None of this is necessarily illicit. The categories are ambiguous. The operators are technically compliant. The Commission's Altair office processes what it receives. What it does not do — what no one at Altair does — is aggregate the anomalies into a pattern and ask what the pattern describes. The individual filings are routine. The composite picture has never been assembled. Whether this is an oversight or a decision is the question Altair does not raise.
Narrative Hook
The last Commission checkpoint before the southern frontier has been processing ambiguous cargo manifests for five centuries, and no one has ever assembled the individual anomalies into the composite picture they would form.
Calibration Note
star_type: A7IV-V makes Altair one of the hotter, more luminous stars hosting a settled system in the Reach. A-type stars are bright — Altair is roughly ten times solar luminosity — with wider habitable zones and higher UV output. Settlement infrastructure here is engineered for the stellar environment: UV shielding is standard, the habitable bodies orbit at distances that would be outer-system positions around a cooler star, and agricultural development has always been secondary to the system's transit function. The star's brightness made Altair one of the most conspicuous objects in Earth's night sky, which gives the name a resonance the system's current residents — transit operators and Commission inspectors, mostly — find mildly ironic.
political_zone: south_reach with settlement_wave: wave_1 and hop_distance: 3 requires explanation, because wave_1 systems at three hops from Gateway are almost uniformly in the institutional core or commercial mid-Reach. Altair's zone classification reflects the structural consequence of the alien gate topology: a system settled early, with good physical characteristics, that nonetheless connects primarily southward rather than into the core network. The three apertures point toward Cygni B and into frontier-adjacent corridors. The result is a wave_1 system that has developed the institutional character of a border town rather than a founding settlement.
topology: junction with 3 apertures is the minimum configuration for junction classification. One connection goes to Cygni B (the system's link to the core network). The other two connections open into the southern Reach. This means Altair has exactly one route back to core institutional infrastructure and two routes forward into coverage-light frontier territory. From a network-resilience perspective, this is a vulnerability. From a smuggling-route perspective, it is an asset.
