Supply Dependency

Nova Roma is a net food importer. The system's primary habitable body is industrially zoned to a degree that leaves limited agricultural surface, and the Mastroianni family has never found this inconvenient, because Ran is one gate hop away and Ran exports at scale. The food supply chain between the two systems is one of the oldest continuous freight relationships in the inner orbit: established in Wave 1, never disrupted, operating under contracts that the MVG legal team and the Ran agricultural combines have been renewing in various forms for three centuries. Neither party to those contracts describes them as leverage. Both parties understand that they are.

The export profile is the system's defining characteristic. MVG builds the vehicles that traverse span gate networks — the rolling stock, the freight platforms, the passenger carriages, the in-system transit craft that operate in the space between gates. The fabrication complex in the inner system is the largest vehicle manufacturing installation in the Reach by floor space, operating in three continuous shifts on assembly lines that have been running for longer than most current Assembly delegates have been alive. The product ships to every inhabited system in the Reach via the five-aperture hub, which means Nova Roma's freight routing capacity is not a convenience but a precondition of the operation.

The military contract element is worth noting separately. The adjacent system Bastion is the Assembly's fleet hub. MVG holds continuous military supply contracts — personnel transports, supply haulers, specialized fleet vehicles — that have been renewed without interruption for more than two centuries. The revenue from those contracts is not itemized in public filings. The contracts themselves are administered under Assembly military procurement frameworks that carry confidentiality provisions the Commission does not override. What the aggregate value of the military relationship means for MVG's financial posture relative to its civilian vehicle business is not calculable from outside the company.

Faction Notes

The dominant institutional presence in Nova Roma is the Mastroianni family, which is a fact that the system's governance structures acknowledge without embarrassment. The family chose the name "Nova Roma" for their system. That decision was made in Wave 1, at a moment when the family's commercial position gave them the practical authority to name what they were building. The name was not ironic. It reflected a genuine self-conception: a founding dynasty establishing a center from which it intended to operate for a very long time, with full awareness of what three centuries of compound institutional advantage actually produces.

The council that administers the system's civic functions has operated within frameworks shaped by three hundred years of MVG's presence as the dominant employer, taxpayer, and infrastructure investor. This does not mean the council is captured in the formal sense — the Mastroianni family does not run the council the way the Assembly runs Bastion. It means that the council has developed, over time, the practical orientation of an institution embedded in an environment where the largest actor's interests and the population's interests have been sufficiently aligned, for sufficiently long, that distinguishing between them is more technically complicated than politically urgent.

The Lattice Commission operates a certification office primarily concerned with transit vehicle standards — MVG's rolling stock must carry Commission conformance documentation before it enters the gate network, and the certification process at Nova Roma is one of the Commission's higher-volume operations. The relationship between the Commission's certification office and MVG's quality assurance division is the standard one: formally cooperative, functionally competitive, producing outcomes that neither institution would describe as satisfactory but both would describe as functional.

The Guardians of Autonomy maintain a chapter at Nova Roma with a specific character: it is technically sophisticated, labor-oriented, and focused almost entirely on the MVG employment relationship. The chapter's research on wage structures, working conditions, and the three-century pattern of MVG labor negotiations is among the most technically detailed Guardian output in the inner orbit. The chapter does not challenge the Mastroianni family's right to name the system, or to maintain residence here, or to hold military contracts the chapter cannot audit. It focuses on what it can document: the terms under which 400 million people who work for the family live. These terms are, by Reach standards, adequate. By the chapter's analysis, adequate and equitable are not the same category.

The Bastion adjacency gives Nova Roma a military flavor that is not visible in the governance register but is ambient in the system's economic texture. Fleet personnel transit Nova Roma on procurement visits. MVG's military-contract manufacturing facilities are not publicly accessible, but they are physically present in the same system as the civilian lines, and the workforce that staffs them is the same labor pool. What those workers know — about what MVG builds for the fleet, at what specifications, in what volumes — stays in the system. The family is thorough about this.

Silence Topic

What Nova Roma does not discuss: the full scope of what MVG builds for the fleet.

The civilian vehicle product line is documented in commercial filings, Commission certification records, and three centuries of public procurement contracts. The military contract portfolio is not. MVG's public position is that military contracts are subject to Assembly procurement confidentiality and that the corporation is in compliance with all applicable disclosure requirements. This is accurate. It does not address what the contracts cover.

The adjacent position to Bastion means the transit time between the manufacturing complex and the fleet's supply chain is minimal. Military-specification vehicles and components move between the two systems on a schedule that does not appear in civilian freight registers. Workers at the relevant facilities move between shifts under security protocols that differ from those at the civilian lines. The distinction between "personnel transport" and "military platform" — between what MVG publicly manufactures and what it manufactures under procurement confidentiality — is a line drawn somewhere inside the manufacturing complex that the Commission's certification officers do not cross.

The adjacency to Bastion means the gap between manufacturing and fleet deployment is measured in gate cycles, not bureaucratic timescales. Something could be fabricated at Nova Roma, transited to Bastion, and operational before any Commission certification review would have occasion to examine the manifest. Whether this has happened is the question. What "more than basic personnel transports" actually means, in terms of MVG's military product line, is the answer Nova Roma does not provide.

Narrative Hook

The family that named this system for an empire has been building things for the fleet for two centuries, and the fleet's procurement framework ensures that no one outside the contract relationship knows what those things are.

Calibration Note

hub topology at 3 hops from Gateway is slightly further from the core than most hub systems in the inner orbit. The positioning reflects the system's functional role: Nova Roma is not a diplomatic or regulatory center. It is a manufacturing and logistics node, and 3 hops from Gateway is close enough to supply the inner orbit without being so close that the system's industrial character would conflict with the administrative and diplomatic functions concentrated at Sirius and Gateway. The 5-aperture configuration provides the routing capacity a major freight exporter requires. The gate topology is alien-determined; that it suits MVG's logistics model is one of those coincidences the corporation has built three centuries of advantage upon.

K0V is a warm K-type star — more luminous than the cool red M-types that dominate the frontier systems, closer to the G-type range, producing a habitable zone with reliable but not exceptional insolation. The habitable body is livable; its partial conversion to industrial use reflects a deliberate prioritization of manufacturing capacity over agricultural yield, enabled by the Ran food supply relationship.

wave_1 settlement at this distance from Gateway reflects deliberate early siting. The Mastroianni family's founding generation chose this position in the early settlement period, before the Reach's full gate topology was understood, on the basis of assessments about long-term manufacturing logistics that proved largely accurate. The founding generation is still alive. They are still in senior governance. They have had three hundred years to observe whether their assessments were correct, and they have had three hundred years to adjust for where they were not.
