THE DRIFTER'S GUIDE TO THE REACH — NOVA ROMA
NOVA ROMA was named by the family that owns it, which tells you everything about the family and nothing you did not already suspect.
The Mastroiannis
The Mastroianni family chose this system in Wave 1. They named it. They built the largest vehicle manufacturing installation in the Reach here — the fabrication complex in the inner system runs three continuous shifts on assembly lines that have been operating for longer than most current Assembly delegates have been alive. They hold the council seats. They employ the population. The founding generation is still alive, still in senior governance, and has had three hundred years to observe whether their founding assessments were correct and to adjust where they were not.
The council that administers civic functions has developed, over time, the practical orientation of an institution embedded in an environment where the largest actor's interests and the population's interests have been sufficiently aligned, for sufficiently long, that distinguishing between them is more technically complicated than politically urgent. This is not, in the formal sense, a captured government. It is a government that has never needed to test whether it is one.
What They Build
MVG builds the vehicles that traverse span gate networks — rolling stock, freight platforms, passenger carriages, in-system transit craft. The product ships to every inhabited system in the Reach via the five-aperture hub. Ran is one hop away, supplying the food that the industrially zoned habitable body does not grow. The relationship between the two systems is one of the oldest continuous freight arrangements in the inner orbit: established in Wave 1, never disrupted, operating under contracts that both parties understand as leverage neither discusses.
The military contract portfolio is a separate matter. Bastion — the Assembly's fleet hub — is adjacent. MVG has held continuous military supply contracts for more than two centuries. What those contracts cover is administered under Assembly procurement confidentiality. The Commission's certification officers do not cross the line between "personnel transport" and "military platform," a line drawn somewhere inside the manufacturing complex. Workers at the military-specification facilities operate under different security protocols than the civilian lines. What they know about what MVG builds for the fleet stays in the system. The family is thorough about this.
Labor
The Guardians of Autonomy maintain a chapter here with a specific character: technically sophisticated, labor-oriented, and focused almost entirely on the MVG employment relationship. The chapter's research on wage structures and working conditions is among the most detailed Guardian output in the inner orbit. It does not challenge the family's right to name the system. It focuses on the terms under which the people who work for the family live. Those terms are, by Reach standards, adequate. Adequate and equitable are not, the chapter notes, the same category.
Practical Information
Nova Roma is three hops from Gateway with five gate apertures. The food is imported from Ran. The stations have the atmosphere of a place that builds things for a living and considers this a sufficient identity. The family did not name their system after an empire ironically, which is either admirable or alarming depending on how comfortable you are with people who mean what they say.
