THE DRIFTER'S GUIDE TO THE REACH — STRUVE
STRUVE is one hop from Gateway, forty years old, and still does not have a functioning government, which makes it either the inner orbit's most exciting destination or its most frustrating, depending on whether you are the sort of person who finds ungoverned frontier systems charming or the sort of person who would like to know who to file a complaint with.
The Gate That Woke Up
Struve's horizon station had a dormant second aperture for nearly five centuries. It was logged as inactive in the Institute's registry and not revisited with significant resources, because inactive apertures in functioning stations are not unusual and because the Reach has three hundred systems' worth of research priorities. Forty years ago the second aperture activated without external trigger, with no Institute personnel present, and no advance indication in any monitoring data that predates the event by more than approximately six weeks.
The Institute's six-week precursor window is a reconstruction, not a live record. Whether the pattern is reproducible is the most operationally significant question in current gate physics research. The answers, if there are any, are at Struve. The Institute is not at Struve. The Institute has registered its interest through appropriate channels with the Commission's field office. The field office has noted the registration and not responded, citing the preliminary status of a survey that has now been preliminary for eleven years.
The Contest
The gate activation brought prospectors, extraction operators, and the fast-moving commercial interests that follow new apertures into unclaimed space. It also brought the Commission's preliminary assessment teams and the Assembly's jurisdictional notification process. What none of these arrivals produced was governance.
Forty years later: extraction consortia want a framework that formalizes their property positions before a land-tenure review can be initiated. Independent settlers support Assembly direct administration. Two migration groups with distinct origins have established separate residential clusters and are conducting parallel negotiations with different institutional contacts at Gateway. Everyone is waiting for someone else to establish authority they can either accept or contest.
The food supply comes entirely through Gateway. All imports arrive through Gateway. All exports transit through Gateway. The system with a dormant Earth aperture and a performed-normalcy atmospheric tone is Struve's economic bottleneck in every direction simultaneously. The factions contesting governance are, in part, competing to control the terms of that dependency, which adds a certain urgency to a political situation that might otherwise resolve itself through the slow accumulation of precedent.
Practical Information
Struve is one hop from Gateway with three gate apertures and a stability index of 2, which is the inner orbit's lowest. The extraction economy is genuine. The habitable body is still converting from raw terrain to managed food production. The people doing the actual work of building a system are exhausted by the institutions that are supposed to be helping them do it.
