THE DRIFTER'S GUIDE TO THE REACH — VOSS
VOSS has one gate, which opens to Caldwell Point, which is the only party interested in what Voss produces, which is an arrangement Caldwell Point finds agreeable and Voss has managed to find acceptable for three hundred years.
The Aperture
Dead-end systems either become something in spite of their isolation or because of it. Voss became something because of it: a mineral extraction community that turned the single-gate dependency into a stable if asymmetric trade relationship, sold ore concentrates to the only customer within transit range, and developed enough of a residential character — families, schools, a local identity — that it became a community rather than a camp. The K0V primary helped. Warmer than most west_reach neighbors, it produces livable surface conditions that have kept people here when the economics of extraction alone would not have.
The ore is declining. Three hundred years of extraction has worked through the most accessible deposits, and what remains requires progressively more technology to reach and process at comparable margins. The economy persists. It does not thrive. This distinction is known to everyone in Voss and discussed at the level of civic concern rather than crisis, which is the conversational register of a community that has been managing the same slow problem for two generations and has learned to live with it as a chronic condition rather than an emergency.
The Fund
The mining district council maintains an environmental remediation fund required by regulation to cover the eventual reclamation of worked-out extraction sites. Three hundred years of extraction has produced a great deal of future reclamation liability. The fund currently covers approximately forty percent of the estimated liability.
The shortfall has been growing for fifty years. The liability estimates filed with the Assembly's environmental compliance office are based on projections about ore body longevity that the current extraction rates are not supporting. Filing updated estimates would trigger a mandatory funding review. The levy increases that review would require are ones the extraction operators say they cannot sustain. This is not a secret; it is the kind of fiscal problem that accumulates with everyone's quiet awareness until either the extraction economy improves or the liability comes due before it does.
There is also GJ 66A — Voss's binary companion, sitting in the east_reach corridor, unreachable through normal transit. The astronomers here track both stars with equipment better than a system this size should have. Watching a stellar neighbor you cannot reach appears to cultivate a certain disposition.
Practical Information
Voss is four hops from Gateway with one aperture connecting to Caldwell Point. The Caldwell logistics operation controls freight rate negotiations; the council participates in these negotiations in the way that a party without alternatives participates in negotiations. Dead-end systems tend toward compliance as risk management. Voss owes what it owes, pays what it pays, and does not make trouble it cannot route around.
