THE DRIFTER'S GUIDE TO THE REACH — NEW BALLARAT
NEW BALLARAT is the kind of junction system that describes itself as the most democratic in the corridor, and has been careful, for a hundred and fifty years, not to look too closely at the Senate.
The Junction
New Ballarat sits between the inner-reach corridor at Tanegashima and the outer north branch, which means it has been the place where things from the inner arc meet things from the outer arc for two hundred years. Ore concentrates and raw organics come in from the outer systems and go through bonded clearance before heading inward. Agricultural staples and processed goods come in from Puerto Rivera and the fabrication corridor and go forward to the outer systems that depend on the junction for regular supply. The local economy is fees, bonded warehousing, and the retail that develops wherever transit workers have been settling for two centuries.
The Gate Corporation maintains a permanent maintenance team here — smaller than Wolf 359's but sufficient for three apertures and a limited apprenticeship program. Several New Ballarat graduates have gone on to Fremantle's full academy. The Concord Assembly has a transit compliance office, a delegate with voting rights at Gateway sessions, and a quarterly fleet patrol. New Ballarat does not resist Assembly governance; it engages it, sends sharp delegates, and has twice successfully petitioned for assessment reclassification. The system believes in working the process, which is a phrase that takes on interesting texture when you understand who runs the process.
The Senate
The governance structure is bicameral: a Senate of founding-family descendants and a directly elected Citizens' Assembly. This arrangement was a compromise made at charter time that was never meant to be permanent. It has now been permanent for two hundred years.
The Senate seats are formally hereditary-elective — the Senate chooses among qualified descendants when a seat falls vacant. Over the past forty years, the Calloway-Osei consortium, a Wave 3 founding-family alliance, has placed members in seven of eleven Senate seats. The Citizens' Assembly has passed three resolutions demanding Senate reform. All three died in joint committee, which is controlled by Senate appointees.
The constitutional arguments have been proceeding for a hundred and fifty years without resolving. Commonwealth procedural instinct means they happen in committee rather than on the streets, which is either admirable institutional maturity or a very effective method of ensuring no outcome.
Practical Information
New Ballarat is four hops from Gateway with three gate apertures connecting to Ashworth Junction, Tanegashima, and GJ 3991 outward. The K4V primary is warm and stable by north-arc standards — not remarkable, but pleasant. The bonded warehouse district is well-managed and professionally administered. The delegate to the Concord Assembly is, by reputation, sharp. The founding families remain well-positioned.
