THE DRIFTER'S GUIDE TO THE REACH — SCAPA FLOW
SCAPA FLOW is a military installation at Bastion. It is restricted. This entry covers what a civilian transit operator needs to know, which is considerably less than what happens inside.
The Name
Scapa Flow was a naval anchorage — specifically the principal anchorage of a historical Earth naval force, chosen for its geographic enclosure and strategic position. The Assembly's logisticians who named Bastion's primary fleet installation after it were making a reference that was direct and was intended to be direct: this is where the fleet is, this is what it is for, the choice of name communicates this in the vocabulary of people who know their naval history.
Fifty million people live inside a military installation whose operations are governed by Assembly military administrative frameworks rather than civilian council authority. They are fleet personnel, technical specialists, support staff with security clearances, and the families of people in those roles who have chosen to base their household at the installation rather than on Quaterna. They are not tourists. They are not Commission-accessible. The distinction between them and the civilian population at Quaterna is the Commission's jurisdictional boundary made physical.
What Is Known
Scapa Flow houses the Reach's active fleet. The fleet's configuration — ship classes, operational counts, readiness posture — is not published in Commission registers. The manufacturing capacity that keeps it operational is supplied primarily by Nova Roma (MVG military contracts, not publicly itemized) and by Kihl Works (contracts under Assembly procurement confidentiality). The supply chain that sustains the personnel is administered by Assembly logistics through Syndic-contracted freight that is certified at ACB's Commission office under jurisdictional terms that the Commission has maintained for three centuries without modification.
The fleet has been at operational readiness for three hundred years without a major engagement. The threat it was built to deter has not materialized at the scale the founding generation anticipated. The institution that would need to formally assess whether the threat has changed works inside the jurisdictional boundary that protects the installation from external review.
Practical Information
Civilian vessels cannot dock at Scapa Flow without Assembly military authorization that civilian operators essentially never have occasion to request. The station is visible from Quaterna's observation bays at a distance that makes it substantial but not detailed. Fleet transit traffic to and from the station uses restricted corridors that are published in navigation databases for avoidance purposes.
If you have business with the fleet's logistics arm, that business is conducted at ACB, one hop from Bastion, through the Commission's jurisdictional interface.
