THE DRIFTER'S GUIDE TO THE REACH — FRAGUA
FRAGUA means forge in Spanish — not the industrial plant but the craftsman's workshop, the fire and the anvil, the place where raw material is worked into specific form — and the Spanish-heritage founders who arrived two hundred years ago to finish Stalownia Kowalski's equipment understood the distinction completely.
The Gap in Kowalski's Model
Stalownia Kowalski manufactures heavy equipment in the standardized configurations that make large-scale manufacturing efficient. The configurations that the market actually requires are not always standardized. A drilling platform for a high-gravity world with a dense atmosphere needs different sealing specifications than the same platform for a low-gravity airless body. A habitat module for a cold world needs thermal management that a temperate-world habitat does not. Kowalski's design philosophy — build for the environment the equipment will actually operate in — creates demand for downstream adaptation services that the manufacturer's scale makes it inefficient to provide directly.
Fragua found its position in that gap. The founding families built the adaptation workshops and established the commercial relationship with Kowalski that has endured for two centuries. The relationship is not formal ownership — Fragua's workshops are independent contractors — but it functions as one in most practical respects. Kowalski could find other adaptation contractors. Not ones with two hundred years of accumulated shop-floor knowledge about Kowalski's specific design conventions. That knowledge is not formally documented anywhere. It lives in practice, in the hands of the people doing the work, in the shop-floor culture transmitted through apprenticeship for eight generations.
What Gets Modified Without Being Filed
The workshops have, over two centuries of Kowalski adaptation work, encountered equipment modifications that clients declined to document in the standard specification records filed with the Commission's equipment registry. The workshops completed the work — the clients were paying and the modifications were structurally sound — and maintained internal records of what was done, but the Commission-filed records do not reflect the actual modifications. Fourteen such adaptations in the workshop council's private archive over the last fifty years. Twelve of the client operations are in systems where the legal status of the extraction activities has not been clearly established. The connection between Nowa Huta's equipment and Nowa Huta's clients' legal situation was a question Ferreira Monteiro declined to formally adjudicate. Fragua is one hop further out and has not been asked.
Practical Information
Fragua is seven hops from Gateway with one gate aperture — dead end, connected only to Nowa Huta. The K2V primary provides good surface conditions for the workshop operations, which are surface-built because large equipment adaptation requires volume that underground construction would make expensive. The Workshop Council governs. Kowalski's procurement team's relationship with workshop council leadership is close enough that the distinction between commercial and governance authority is occasionally difficult to observe from outside.
