THE DRIFTER'S GUIDE TO THE REACH — ACB
ACB is where the Lattice Commission lives, which means it is where the rules live, and also where the rules about the rules live, and also where the people who wrote the rules about the rules have been sitting in the same offices for three hundred years deciding what the rules about the rules actually mean.
The Commission's House
Other systems have a Commission presence. ACB is a Commission presence. The council that formally administers the system is composed primarily of Commission personnel — current, retired, or affiliated in ways that require dedicated legal interpretation to classify. The legal interpreters work for the Commission. The outcomes are, statistically, consistent.
The Concord Assembly maintains a Commission oversight function that technically covers ACB. What oversight visits accomplish in a system where the overseen institution controls the visitor services, the transit logistics, and the local legal aid apparatus is a question neither institution has answered in a document the other can see.
What ACB Produces
Process. The K1V primary is a reasonable star with a livable habitable body, and none of this generates significant export product. What the system manufactures is the regulatory infrastructure of a civilization: server clusters for the filing system, transit for rotating personnel, and the accumulated support services of a large bureaucratic workforce that has been stationed here since the post-secession institutional consolidation. Hospitality, housing, legal counsel, calibration equipment. The local economy is the Commission's supply chain. It would not exist if the Commission were not here.
There is also the Stack — an orbital complex assembled in stages over three centuries, housing computational infrastructure and the largest contiguous archive of Reach regulatory filings in existence. It is not publicly accessible without appointment. Appointments are processed by the Commission.
The Gap
The Commission's mandate has grown for three hundred years. Its enforcement apparatus has not grown at the same rate, for reasons involving budget cycles, political negotiations, and the structural tendency of large regulatory bodies to prioritize writing down what they should be doing over actually doing it. The senior tier manages this as a resource allocation problem: which systems get close monitoring, which get periodic checks, which have not been meaningfully inspected in years. The selection criteria are not published. The systems that fall into the third category have not been formally notified that they are in it.
Practical Information
ACB is one hop from Gateway, one hop from Sirius, and one hop from Bastion — the fleet hub — which means the Commission's headquarters is equidistant from the Reach's diplomatic front door, its political capital, and its military installation. This positioning was deliberate. The Commission's arrivals hall is alive with transit from across the Reach. The offices, two floors up, have the atmosphere of a library where the librarians have been cataloguing the same collection since before most of the books were written.
