THE DRIFTER'S GUIDE TO THE REACH — THE STACK
THE STACK is the largest contiguous archive of Reach regulatory filings in existence, staffed by fifty million people who maintain it, secured against unauthorized access with the enthusiasm of an institution that considers information management its core competency, and not publicly accessible without an appointment.
What It Holds
The Commission's orbital archive complex was assembled in stages over three centuries, as the Commission determined that certain computational infrastructure, archival systems, and sensitive certification operations were better maintained off Sede's surface in a controlled environment. "Controlled environment" is the Commission's language. The practical meaning is: a facility accessible only by Commission personnel or credentialed visitors, positioned in orbit where the physical access process naturally filters out anyone without business compelling enough to justify transit.
The Stack's holdings include the complete regulatory filing record for the Reach from the Commission's establishment to the present. Every transit certification, every commercial license, every inspection record, every compliance audit, every appeal — in three centuries of operation, the Commission has been generating documentation at rates that scale with the Reach's population and complexity. The archive's physical volume has been a subject of quiet institutional pride since before most current Commission personnel were born. The archive's informational density is the subject of regular internal analysis and irregular public speculation.
Fifty Million Archivists
The fifty million people who live and work on The Stack are the Commission's archival and certification workforce — the people who maintain the filing systems, process appeals, manage access to sensitive records, and run the computational infrastructure that makes the Commission's regulatory architecture function as a coherent system rather than an impossible pile of documents. It is specialized work. The training pipeline is substantial. The career track is well-defined. The pay is competitive.
The culture has the character of institutions that deal primarily with information about other institutions: careful about what it discloses and to whom, professionally aware of the gap between what the regulatory framework says and what its enforcement capacity can actually deliver, and possessed of the specific dry humor that develops in communities doing meticulous work at a scale that defies full comprehension.
Practical Information
The Stack is restricted. Civilian docking is not available. Commission regulatory business that requires access to archive holdings is processed through Sede's public facilities where possible; direct archive access requires Commission authorization at a tier that most civilian filers never require and that takes significant time to obtain when they do.
The station is visible from Sede's orbital transit lanes as a structure that is larger than it appears at first, and then significantly larger as you continue to assess it.
