THE DRIFTER'S GUIDE TO THE REACH — SEDE

SEDE is the Commission's world. This is not a governance designation. It is a description of the relationship between the planet and its most significant institutional occupant.

How a World Becomes Institutional

The K1V primary provides a habitable zone at a comfortable distance. The planet's surface is temperate, river-veined, and pleasant in the specific way that worlds are pleasant when they have been settled for five hundred years by people who had no particular reason to leave once they arrived. Seven hundred and fifty million people live here, distributed between the population centers that grew up around the Commission's operational facilities and the civilian communities that developed in the gaps between them — market towns, agricultural zones, light manufacturing, the miscellaneous civilian economy that accumulates wherever large institutions create stable employment.

The Commission chose ACB for its headquarters during the post-secession institutional consolidation because the system's gate topology offered the right connectivity without the political exposure of Gateway or the institutional density of Sirius. Sede was the system's habitable body. The Commission built its operational infrastructure here: personnel housing, records processing, regulatory certification centers, the training facilities that onboard every Commission agent who will ever work in the Reach. Three centuries later, this infrastructure is the largest single economic presence on the planet.

The Institutional Character

What it produces is process. The Commission's Sede facilities generate the paperwork that the Reach runs on — compliance filings, certification records, dispute adjudication documentation, the archival systems that give the Commission's regulatory authority its practical weight. The people who do this work live here, raise families here, and develop over time the specific civic character of a community whose employment base is disproportionately concentrated in a single institution: careful, procedurally literate, instinctively oriented toward what the relevant framework says rather than what any individual thinks.

There is nothing wrong with this. It is a functional civic culture that has kept a system of seven hundred and fifty million people stable and administered for three centuries. The independence of Sede's civilian governance from the Commission's institutional hierarchy is real and consistently defended. The Commission's presence shapes everything about the economy and employment base, and the civilian government manages this relationship with the practiced attention of an institution that understands its preconditions.

Practical Information

Sede is accessible under standard landing protocols. Commission transit clearance applies for vessels with active regulatory business; ordinary civilian arrivals proceed through normal customs channels. The capital district is purpose-built institutional in the way that regulatory headquarters cities are: comprehensive in services, efficient in function, architecturally conservative. The river towns outside the capital zone are somewhat more characterful, and they are where Sede's residents go when they want to spend time somewhere that does not look like a government office.

The Commission's public visitor programs — facility tours, archival access, the public registry interface — are available through standard booking procedures.
