THE DRIFTER'S GUIDE TO THE REACH — OUPLAAS
OUPLAAS means "old farm," and it is the oldest continuously worked agricultural settlement in the deep frontier — four hundred years old, wave-2 settled, founded when the Cairn pocket corridor was barely mapped and the systems at the end of it were names on a survey manifest.
What Four Hundred Years Produces
The families who farm here now are the fifth and sixth generation of people who have never known anything else. The founding names are scratched into stone markers at the field boundaries. The fields themselves have been turned every year since the first settlers broke the ground. Ouplaas predates the Lattice Commission, predates the Compact's current form, predates most of the institutional architecture that structures life elsewhere in the Reach. It did not observe any of these institutions being built, because by the time they were built, Ouplaas was already doing what it was going to do.
The community's relationship with Reach institutions is courteous indifference. Commission liaisons pass through infrequently and receive the particular hospitality extended to guests who are not quite welcome and know it. Assembly administrative reach is nominal. No Syndic operations of consequence. The community produces more than it needs, trades for what it lacks, and has maintained that balance long enough that disrupting it would require more institutional leverage than anyone at this depth can bring to bear.
Ouplaas doesn't need saving, doesn't need governing, and doesn't need investment. It is four hundred years into being exactly what it set out to be.
The Land Question
The founding families' original land claims and the informal inheritance arrangements that have accumulated over four centuries have never been formalized to Assembly satisfaction. The community has no intention of formalizing them. Discussing land ownership with outsiders is considered a category of rudeness roughly equivalent to discussing the details of a family's finances, which is an indication that the community has thought about the question and decided to think about it privately.
The legal basis for land tenure on Ouplaas is not clarified in any document the Assembly has reviewed. This has been the situation for four hundred years. The Assembly has not yet identified a mechanism for changing it that the community would accept, and the community has not indicated it would notice the attempt.
The Neighbor Relationship
The connection inward to Skuilplek is the system's primary external relationship. The communities know each other the way neighbors know each other across a very long road — occasional visits, reliable trade, the mutual understanding that neither will call for help unless the need is genuine. Ouplaas sends food. Skuilplek sends processed materials and the occasional technical specialist. Neither community discusses this in terms that imply dependency.
Practical Information
Ouplaas is ten hops from Gateway with two apertures connecting to GJ 5 and Skuilplek. Agricultural produce is available. The tempo of community life is seasonal and measured. Outside visitors who arrive expecting urgency will find instead a community that has already thought carefully about whatever they came to offer, found it lacking, and moved on.
