Supply Dependency

"New town" is the most common Germanic settlement name in the Reach and Neustadt uses it without apology, which tells you something about how the Wave 2 founders here thought of themselves: practical people naming a place for what they were doing rather than where they came from or what they hoped it would become. They were building a new town. They called it that.

Neustadt is one of the older settlements in this depth of the western corridor, founded in Wave 2 at a time when the gate network's topology was still being charted and settlements were staking claims ahead of a complete picture of their future neighbors. The founding industrial operations were mining and light manufacturing, which have persisted through three hundred and fifty years of technological change and economic shifts. Neustadt exports processed metals and fabricated components via the loop — through Brennan's Drift to Ross 154 inward, or through GJ 581 toward the outer corridor. It is a supplier in the MVG ecosystem's outer supply chain, not a contract holder but a consistent source of the kind of mid-grade industrial output that MVG's tier-one and tier-two contractors prefer to buy locally rather than ship from the inner orbit.

The system imports food from Brennan's Drift, which imports it from the inner corridor. This transit dependency adds cost and creates occasional supply disruptions when the loop's transit schedule misaligns with seasonal production patterns. Neustadt has a small hydroponic supplement operation but nothing that would feed the population independently. The food dependency is the system's most discussed practical vulnerability.

Faction Notes

Three and a half centuries of continuous industrial operation has produced in Neustadt the thing that long-running industrial communities often produce: a strong labor culture, well-developed institutional memory, and a deep suspicion of any external actor whose interests are not aligned with the workforce's. The manufacturing cooperative that dominates the economy is genuinely cooperatively owned — one of the older genuine cooperative structures in the corridor — and the cooperative council doubles as the effective civic governance body.

The cooperative's relationship with MVG's supply chain is the dominant governance question of the past two centuries. MVG buys Neustadt's output through intermediaries; Neustadt's cooperative controls production standards and volume. MVG's periodically attempts to consolidate that supply relationship into direct contract terms, which would give MVG pricing leverage and production scheduling authority. The cooperative has refused every approach. The refusals have not been comfortable. MVG has, on two documented occasions, temporarily shifted purchasing to alternative suppliers as a negotiating signal. Both times, the cooperative outlasted the shift. Both times, MVG returned to purchasing terms the cooperative considered acceptable. The pattern has calcified into something the cooperative calls sovereignty and MVG's procurement managers call a structural inefficiency they have not yet resolved.

Guardians of Autonomy have a long-standing chapter here that is one of the corridor's more institutionally sophisticated — the cooperative's own labor research capacity overlaps significantly with Guardian analytical frameworks, and several current Guardian researchers in the western sector received their training here.

It is the quiet autonomy of a community that governed itself for three centuries before the Assembly's authority reached this depth of the corridor with any consistency.

What Neustadt does not air publicly: the question of what the cooperative's governing council knew, and when, about MVG's efforts to acquire the largest independent metals broker that the cooperative sells through.

Approximately fifteen years ago, a mid-sized trading company that had brokered Neustadt's industrial output for sixty years was acquired by an entity that turned out to be a holding company with indirect ownership ties to MVG's supply chain division. The acquisition was not flagged as a conflict of interest to the cooperative council at the time because the holding company's ownership structure was not public at the level of detail required to identify the MVG connection. The connection became visible through a separate regulatory filing three years after the acquisition closed. The cooperative council held an internal review. The review found that the acquisition was legal and that the broker had continued to represent Neustadt's interests within its contractual mandate. The question of whether the broker's representation had changed in character — subtly, in ways consistent with its new ownership's preferences — is not something the review was designed to examine.

The cooperative governance model is characteristic of west_reach Germanic-heritage industrial settlements where collective survival structures formed in early extraction and never converted to corporate form.
