Velha Guarda — old guard — is the oldest inhabited system in this part of the south_reach, settled during the wave_2 expansion when the inner orbit was still being consolidated and the outer reach was barely a concept. The families that came here came because the surveys showed a habitable world and because the wave_2 migration created a pressure of people that pushed new settlers further than the wave_1 founders had imagined going. GJ 4A was, in wave_2 terms, the edge. For three of the four centuries since, it has remained the edge — a dead-end at the terminal point of a spur off GJ 829, one hop beyond a system that itself settled only in wave_5.

The K2 star at 36.9 light-years is stable, warm enough, unremarkable. The habitable world has good gravity, a reasonable atmosphere, moderate seasons. Nothing about the physical environment explains or requires particular comment. What four hundred years of continuous settlement in a dead-end produces is what explains Velha Guarda: a depth of cultural memory, a density of institutional knowledge, a weight of accumulated habit and practice that makes communities in younger systems feel temporary by comparison.

The current connection through GJ 829 is recent relative to Velha Guarda's history, and the community's relationship to it is that of a very old institution accommodating a change that its experience tells it is not unprecedented. Things change. The community endures.

Commission presence is the standard outer-reach minimum. The community's compliance records are impeccable in the way that four-hundred-year-old institutions' records are impeccable: not because anyone is particularly careful, but because the practices that generate compliance records have been internalized for so many generations that violations would require deliberate effort. The Commission inspectors who visit Velha Guarda have uniformly reported a pleasant stay and nothing requiring follow-up.

What the archive records make clear, in documents that have not been formally shared with any external body, is that the founding families' first choice was the system that became a wave_3 settlement — that they were displaced from their first choice by a Syndic combine that had prior authorization on the system's commercial resources and that the wave_2 settlement framework gave priority to. The founding families came to GJ 4A because it was what was left. Four centuries of making it theirs has not erased the knowledge that it was not their first choice.

Wave_2 settlement at hop 7 requires explanation: in the wave_2 period, the topology at this distance from the core was not fully mapped, and the founding families reached GJ 4A through a longer chain than the current two-hop path from GJ 829 to the inner-reach junction suggests. The current hop-7 designation reflects post-wave_3 topology with the full Reach gate network in place; the founding families navigated a sparser network and considered GJ 4A genuinely far. The dead_end with one aperture has been the topology throughout; the connection point changed as the network developed around the system, but the system's terminal position has always been its defining condition.
